Although approved yesterday by both | houses of Congress, the resolution au- thorizing postponement of the maturity date of the French war supplies debt today lacked the essential signature of Speaker Longworth. The Speaker was prevented from signing the resolution officially by -d- journment of the House yesterday. The measure would extend the maturity date from quust 1 to May 1. Nevertheless, the opinion was held today by Chairman Smoot of the Sen- ate finance committee, and Treasury officials that President Hoover would be warranted in postponing the matur- ity date, as authorized by the resolution, in the event France meanwhile rati- fles its war debt settlement with this country. The Senate qualified its approval of the French debt proposition with the adoption of a separate agreement ad- vanced by Senator Howell, Ee%ublleln, Nebraska, calling attention to the terms of the French-American debt settle- ment. The resolution noted that the pending war debt settlement provided for cancellation of the war supplies debt of Prance and allowed that coun- Ty an interest rate of 2.17 per cent on its $4,230,777,000 debt. Howell remarked that while America had been charged with “acting like Shylock” in the collection of its war debt, France was actually “paying only Alban: enough to take care of the interest at | 2Y4 per cent.” The House adopted the resolution after several hours debate by a vote of 129 to 86.
