Representatives of the building tndes employers’ section of the local Builders & Manufacturers’ Exchange lnd the Washington Operative Builders’ ciation last Saturday dispatched an lp- peal to President Green to bring about arbitration of the demands for pay increases, declaring that such demand- ed wage boosts might delay Federal and District building programs, with loss to both union workers and contractors. Mr. Green conferred by telephone to- day with the office of the Builders & Manufacturers’ Exchange concerning the petition. In the absence of a state- ment from the president of the Amer- ican Federation of Labor, Ross H. John- son, secretary of the contractors’ or- ganization, stated that Mr. Green sug- gested that he might call a conference of heads of building trades unions. Authority Only to Advise. Mr. Green made it plain, however, Mr. Johnson reported, that as the head of the labor federation, he had no au- ' thority to act in the matter other than in an advisory capacity; in effect, that he could not . ‘“dictate” to.the union heads in regard to the labor situation. President Green was said to have told the contractors that he was “very much interested” in the situation here aris- ing from the demands for higher wage scales, both from the point of view of labor and the National Capital, as they might be affected by the outcome of the controversy over the wage matter. Mr. Green was in Chicago when the petition of the contractors and build- ers reached his office Monday, and the matter has been before him since his return here Wednesday. It was said today that as yet he hasn't had time to make a thorough study of the matter.
