IDEAS OF ARDINE 10 REMAN HERE Secretary’s Refirement Willl Be Only Partial Loss to Administration. Secretary Jardine is going, but his {deas are not. The announced intention of the Secretary of Agriculture to retire March 4 is in line with plans made be- fore Herbert Hoover was nominated, but 1§ fits in with the peculiar problem that faces the President-elect. Mr. Hoover was largely responsible for Mr. Jardine's appointment by Presi- dent Cooiiige. Mr, Jardine stood shoul- der to. shoulder with Mr. Hoover in fighting McNary-Haugenism. The wrath of the Middle West, however, which was | visited on the President and his Secre- tary of Agriculture did not touch Mr. Hoover as vitally. Or the Middle West- | ern groups decided that they wanted to give Mr. Hoover a chance to cast loose from the Coolidge agricultural policy. Untouched by Antipathy. So ths antipathy to the retention of | 8 Coolidge Secretary of Agriculture be- gan to be voiced here and there. It didn’t affect Mr. Jardine personally who was going to retire anyhow, but who was ready to stay if Mr. Hoover Insisted. It so happens that the Jardine plan was incorporated in the Republican na- tional platform at Kansas City, that Mr. Jardine sponsored the stabilization idea | With the full knowledge and approval of Mr. Hoover, and no matter who the new Secretary of Agriculture happens to | be will find Mr. Hoover interested in carrying out the essentials of the Jardine plan. A Secretary of Agricuiture’s problem, however, is largely psychological. Once an impression in that a secretary is unsympathetic with a particular plan of farm relief he piles up all the liabili- | ties that issue from such circumstances | and it makes difficult conference and compromise. Background an Assct. Mr. Jardine has been sought by pri- | vate business because of his background | 1n agriculture. He is on friendly terms with many of the important groups and interests which have to be reconciled before there can be any final agree- ment. That is what is meant by the sentence in_his public statement to the effect that he will remain in Washing- ton to help Mr. Hoover. Mr. Jardine brought to the Depart-, ment of Agriculture an administrative ability which was very important in the enlarged functions of the depart- ment. This division of governmental activity has grown in scope alongside | the Commerce. Department and the portfolio of Secretary of Agriculture is one of the most powerful in the Presi- dent’s cabinet. To get the friendly co-operation of the Middle West it is assumed that the next Secretary will come from Iowa and will be one of the group that has hitherto stood with Mr. Hoover on hl.s agricultural philosophy. Secretary Wilbur yesterday signed an order directing that second-year mid- shipmen of the Naval Academy be held at Ananpolis during the Summer months for a course in practical engineering and aviation, instead of going on the regular Summer cruise. Under the new order only the first and third year men will join the Sum- mer cruise, which this year will be made in the Mediterranean. Details of the Summer course for the second-year class are now being prepared at the academy and will include five weeks devoted en- tirely to practical engineering and the remaining twelve wecks to aviation, both flying and ground work. TAXI COMPANY SUED. Fireman and Wife Ask $20,000 Each as Damages. The Black and White Taxicab Co. is named as defendant in two suits for $20,000 each, filed in the District Supreme Court by Linton T.
