After 30 years in the Government service, Samuel Elder, 67 years old, fore- man of machinists at the Bureau of Engraving and Printing, and an expert on money presses, was retired today. Mr. Elder was eligible for retirement w0 years ago, but was given an ex- | tension because of the need of his ser jces. When he left today his shop- mates presented him with $100. Born in Dundee, Scotland, Mr. Elder came to this country when 15 years old. After learning the machinist trade in Boston and Philadelphia he came to Washington and received an appointment in the Navy Yard. He worked for seven years in the yard and was _then transferred to the bureau. Although the inventor of many labor and time saving devices now in opers tion at the bureau, he has patented few of them, preferring to surrender his rights in the interest of the Gov- ernment. It is estimated his devices have saved thousands of dollars and greatly minimized the danger to em- ployes who work on the money presse: In recognition of his special qualifi- cations, Mr. Elder was selected by the Treasury Department to supervise the installation of machinery in the sub. treasuries at Philadelphia, New York and San Francisco. He was also sent to Chicago to inspect power presses be- ing built for the bureau. He has been a Mason for 20 years, belonging to Stansbury Lodge, No. 24, and for 30 years has been a member of Columbia Lodge, No. 174, I. A, of M. He lives at 1757 Columbia road. BLAST INJURES MAN. Heat From Kerosene Torch Blamed for Explosion. Explosion yesterday afternoon of a steam cylinder at the Hawk Welding Co., 1044 Wisconsin avenue, when the heat from a kerosene torch ignited cum- ulative gasses, was responsible for slight injuries to George Burgess, 36, of 1523 Massachusetts avenue southeast, who was working on a job nearby. ‘The explosion sent a rain of iron fragments over the shop, from which Burgess and a companion narrowly es- caped serious injury, according to the foreman. SMALL DS AT AGE OF 4 Union Army Veteran, Retired Lawyer, Was D. C. Resi- dent for 60 Years. William F. Small, 84, Union Army veteran and retired lawyer of Wash- ington, died at his residence, 1315 Euclid’ street, yesterday after a short illness. Death was attributed to a heart attack. Mr. Small was commended for bravery and for rendering ‘‘extra hazardous” service while serving as a dispatch bearer and sergeant major under Gen. Kilpatrick. He was a close friend of President Garfleld. He was past commander of Burnside Post, Grand Army of the Republic, and was a founder and first president of the St. Andrews Scottish Society. Mr. Small had been a Washington resident throughout a period of 60 years, with the exception of eight years during which he was American consul at Collingwood, Ontarlo, Canada. He retired from the latter position about 1905. He was graduated in law from the old Columbian College, now George ‘Washington University, and practiced law until retiring about 10 years ago. He was in the Government service as a post office inspector for a number of years prior to beginning his law practice. Surviving him are his widow, Mrs. Frances M. Small; five daughters, Miss Rosalie Small, Miss Angela Small, Miss Genevieve Small, Miss Madeleine Small and Miss Lillian Small; a son, Willlam K. Small, of St. Louis, and three grand- children. Special Dispatch to The Star, CLARENDON, Va, January 10— Preliminary hearing of Norwood Estes, 18 years old, of Ballston, held on a tentative charge of manslaughter, as a result of the death of Mrs. Frances Bowbeer, 17, of this place, who was struck by his automobile Tuesday eve- ning, was postponed today until Janu- ary 21 by Judge Harry R. Thomas. Estes was released under $2,500 bond. Postponement was ordered because Miss Pauline Newlon and James L. Searles, who were also struck by machine, and are at Georgetown UM- versity Hospital are essential witnesses. It is said they are improving today. B. H. CLARENDON, Va, Jwnuary 10.— There is a fund of approximately $11,000 in the county treasury for jail improve- ments, E. Wade Ball, county treasurer, disclosed today, following recent eriti- | cism of conditions at the jail by Mrs, Pearl E. Loude, who spent a brief time therein on a contempt of court charge, The fund was raised by special levy about two years ago, it was learned, its disposition being left to the discre- | tion of the board of supervisors. The | ! money cannot be used for any other | purpose and how the board proposes to spend it could not be ascertained. Commonwealth's Attorney William C. Gloth, Sheriff Howard B. Fields and Jailor Harry Woodyard, have agreed that conditions at the jail are deplor- able, and are of the opinion that ercc- tion of an entire new structure, costing approximately $100.000, is the best way to solve the problem. To raise such a sum, they say, a bond issue would be necessary.
