Ziim \ons dncorporated HESSE SUGGESTS DRASTIGDRY PLAN Gilbert Believes Police Head’s Proposal Would Not Win Jury Verdicts. ‘The most drastic proposal yet received by the Gibson subcommittee for im- proving prohibition enforcement in the National Capital was submitted late yesterday by Maj. Edwin B. Hesse, superintendent of the Metropolitan Police force. Representative Gilbert of Kentucky, the ranking Democrat, who is an ardent “dry,” declared it would be impossible to get a jury that would convict a man of felony under some of the provisions he suggested. Chair- man Gibson said he will bring the Hesse plan to the attention of the subcom- mittee at its next meeting. There are six suggestions made by Maj. Hesse, as follows: Legislation amending the national prohibition act so as to confer .upon every member of the police force the same measure of authority now vested in E{l\'nhiblflon enforcement officers, At present this authority is held by only | 38_policemen. Legislation placing in the hands of the police control over the freedom and entry into all clubs, whether incorpo- rated or not. Making the ‘sale or possession of illegal liquor a felony, this to apply both to the one who makes the sale and the one who makes the purchase. That the possession of illegal liquor shall be considered prima facie evidence of guilt, and justification for arrest and seizure, The right of the superintendent of police or one of his assistants to issue search warrants upon probable cause that the law is being violated. This now is done by the United States com- missioner. The appointment of an additional judge and the necessary court ma- chinery for the exclusive trial of cases where violations of the national pro- hibition law are charged; that there be inserted a clause increasing the penalty for first and second offenses for the flle- gal sale of liquor, and that a time limit be set for the trial of all cases after presentation in court. FINED FOR CONTEMPT. Frederick Man Alleged to Have Talked With Jurors at Trial. Special Dispatch to The Star. FREDERICK, Md., January 10— Discussing with two jurors a case on trial caused William H. Sigler of Mid- dletown to be found guilty of contempt of court and fined $20. Miss Daisy R. Summers was awarded $100 damages in her suit for $5,000 damages against the county commis- sioners. By the Assoclated Press. NEWARK, N. J, January 10.—The largest airplane ever built in this country, a 20-passenger cabin plane of unusual construction, yesterday had vindicated the theories of its 30-year- old designer. ‘The plane made four test flights yes- terday, one carrying 15 passengers. After another week of tests it is planned to fly the machine to Washington and then across the continent to San Fran- cisco. ‘The designer, Vincent J. Burnelli, planned the craft to minimize the drag of the fuselage. The body, 12 feet wide, has two motors set side by side in the nose and fully inclosed. The contour of the fuselage is stream-lined, as also is the wing section, to convert the usual drag unit into an airfoil with consider- able lifting qualities. o It is planned to put it in passenger service as the first of a fleet of 20 or more. ‘The plane, of all-metal construction, can make 2,400 miles at a cruising speed of 115 miles an hour. It has a wing span of 90 feet and is 47 feet long. The plane yesterday was operated by Lieut. Leigh Wade, one of the Army round-the-world flight pilots, o. Preliminary surveys are being made by five cities in Northern Michigan peninsula region that are contemplating the establishment of municipal airports. The surveys are to be completed before Winter makes flying difficult in the re- glon so that actual construction work on the airports may be started early in the Spring.
