SALEM, Mass.,, December 28.—Ralph C. Browne, well-to-do Salem inventor, :n last night identified himself as the |42 ‘“crank” whom Franklin D. Roosevelt sald was the man who solved the prob- | ,'m¢ lem of laying an effective mine barrage against German submarines during the | la World War, Browne said he invented the “an- tenane” type of mine barrage referred to by Mr. Roosevelt, adding that the latter had erred in several particulars. The inventor of more than a dozen electrical devices said the former As- sistant Secretary of the Navy must have confused him with one of the many cranks wh:hoflered ‘worthless in- e He asserted he offered his invention, providing for explosion of mines by electrical contact when a ship touched any part of the net to which the mines were attached, to the Government for nothing. Roosevelt was quoted as say- ing that the “crank” asked $10,000,000. Browne added that after the Govern- ment at first refused the invention he tried it out at his own expense in Salem Harbor. He said that when the Government accepted the invention it paid him royal- ties, and four years later bought it out- right for a sum he would not reveal Browne declared he was so far from being & “crank” that he was put in charge of the manufacture of the fir- ing devices of these mines during the war.
