One of the busiest bankers in Wash- ington just now is Victor B. Deyber, president of the Second National Bank. As chairman of the relief committee of the local Red Cross, the Southern hurricane has brought great responsibil- ities to him. Relief funds are being handled h the G street branch of the Second National, and Mr. Deyber reports that Washington people are al- ready beginning to respond most gener- ously. The bank president was chair- man of the same committee during the ese and Mississippi disaster re- lief campaigns, when such large sums were contributed. The city’s auota in the present emergency is $40,000. Lauds Newspaper Advertising. In an address read before the finan- | cial advertisers’ convention yesterday at Utica, John Poole, president of the Fed- eral-American National Bank of this city, said: “Buying space in newspaj ru-—§uy1ng booklets and blotters—buying a series | of direct mail letters—these things in themselves amount to nothing. ~The thing that does count is the message and, of course, the medium for its de- livery is equally important. In my opinion newspaper advertising produces more sales than any other form of ad- vel . Newspapers gather the news of the world, which they broadcast al most immediately to every one—every- where. Newspapers, therefore, are the best medium for displaying to the gen- eral public the urvl:leshwe have to sell. “The messages, which we call adver- tisements must be so written, so illus- trated, so set-up as to attract attention, arouse interest and create desire before the reader will be induced to buy, hence the advertising expert writes the best message and brings the best results. ‘Human interest goes much farther in ldverflllnz“&ln cold logic—that where the writer with imagin: tion comes in. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, September 19.—Faced with the highest money rate since July 2, today's stock market gave a account of itself. Prices sold off some- what in the last few minutes of trad- ing, but there was no weakness. Earlier in the day the movement had been ir- regular in the extreme, but in the last hour the market apparently was on the verge of a substantial advance when the rise in money interfered. The renewal rate was 7 per cent. PFrom this point the charge went first to 73, per cent, then to 8 per cent, and at 2:30 o'clock to 815 per cent. Among the stock to advance regard- and P'lexsch:nm The close was with ixed net changes. mNcw nvorll, esg” were brought to the front all through the list. In the min- ing group it was the lead and zinc stocks which were in favor, while most of the coppers were absorbing taking sales. St. American Zinc, both medium-priced | issues, were bid up to new highs. In- terest was shown in the very low-priced Callahan Zinc Lead. All of which was connected with the improvement in the trade. Cerro de Pasco, the rise in which had been so striking a feature on the day before, declined. International Nickel moved forward 3 points or so and the other stocks in this part of the list held their own, but did little more. Money went to 8 per cent in the aft- ernoon, following the calling of more loans by the banks. Atlantic Refining stood out active and strong among the oils. It was pre- dicted that the dividend would be in- creased, but a more potent influence was the estimate of increased earnings. Motors Lose Gains. Motor 'stocks failed to hold early gains. General Motors raa up 2 point in the first half of the session and then slipped off. United States Steel moved through a smaller range, but acted in similar fashion. Radio jumped around, up at one time 5 points and then losing it all. For a time Allied Chemical and American Can were actively bought. Gillette Safety Razor and American Safety Razor both made large gains. There was heavy short covering in Freeport Texas, lifting the price some 5 points. Liquid Carboni made another new high today on top of its sharp ad- vance Tuesday. General American Tank advanced spectacularly. Money was in good demand, with the banks calling some $10,000,000 in loans. Further withdrawa o'clock resulted in the rate advancimg to 715 per cent. Time funds held firmly at their new high levels. Opening Irregular. Irregular price changes characterized the opening. The coppers were not so prominent T es™ Amaeonta. was among the favorites. uncl:l:nxtd at 80%;, while Chile and Cerre de Pasco were well bought. Curtiss gained almost 5 points in the first few minutes, Missouri Pacific issues led the rail shares. lngmntlog: ";llut dtre’c'g:: dgl .:':‘r!:- American leum mig] - thing in the way of dividend distribu- tions at the coming meeting brought out a demand for the B shares. Other oils were little changed, with the exceps tion of Atlantic Refining, which gained more than a point. Motors Holders Increase. NEW YORK, September 19 (P).
