Special Dispatch to The Star. PARIS, September 19.—The fac- tories of France are busier today than hey have been for 10 years. TRis statement was made to the writer by A. De Touef, general manager of one of the leading French eclectric combanies, who is in intimate touch with indus- trial centers in all parts of the republic. Not only is thete practically no unem- ployment. but there is an actual short- age of skilled workers. Efforts to secure skilled artisans from other countries have not proved success- ful and consequently industrial execu- tives are either training their cwn men or installing machinerv, which will per- mit the work to be done by unskilled or semi-skilled employes. Domestic Needs High. Much of the production of the va- rious plants is going to fill domestic needs. Some manufacturers are turn- ing down foreign orders. The improve- ment, according to M. De Touef, is about 12 per cent as compared with last year's industrial activity, measured in the consumption of power. The margin of profit in most indus- tries is extremely small and competition is severe, Taxes amount to approxi- mately 14 prr cent on industrial pro- duction, and French producers are anxiously awaiting the fate of the social insurance measures, which, if passed. would add 8 per cent to the taxation account. This, many fear, would re- duce profit margins to the vanishing point. France's balance of trade is in her favor. Exports, with the exception of and chair to match. CANADIAN BANKS MERGE. TORONTO, September 10 (#).— Shareholders yesterday approved the merger of the Canadian Bank of Com- merce and the Standard Bank of Canada. The agreement must now be approved by the governor general in council at Ottawa before the consolida- tion can be effected. The Bank of Commerce has an authorized capital of $25.000.000 and issued shares of $20,000,000. The Standard Bank's outstanding capital is $4,823,400. Under the agreement the Bank of Commerce is to acquire the Standard’s assets. Storm Damage Less. NEW YORK, September 19)( Damage to properties of the Fajardo Sugar Co. in Porto Rico from the West Indian hurricane is less than was first reported. Estimated cane loss on all plantations now is put at between 25 and 30 per cent. Three centrals of the United Porto Rican Sugar Co. suffered severely. Firm Plans Melon.
