DETROIT, June 19.—A check from General Motors Corporation for $3,600,000 representing additional in- come and excess profits taxes for the year 1917, 1918 and 1919, has heen re celved by Fred L. Woedworth, inter- nal revenue collector. Alfred P. Sloan, jr.. president of General Motors, explained that the corporation and the Government have reached complete understanding” a8 to the principies which will Ie em- ployed for the finel determination of taxes due for the three years. By the Associated Press. NEW YORK, June 19.—A decidedly more optimistic tone was prevalent in business and financial circles this week. A spirited advance in stock prices, which wiped out much of the ground lost in the drastic reactions of March and April, indicated that recent pessimism on the busimess outlock had been overdone, but opin- ion was still widely divided as ® whether it forecasts a marked i provement in business this Fall. Easy money rates and the enor- mous volume of funds seeking invest- ment were widely regarded as prime factors in the upward movmeent of securities. With the United States Treasury doiug no financing this quarter, other financing took a big spurt, the week's total of new of- ferings running close to $175,000,000, including the $60,000.000 issue of Fed- eral Land Bank bonds. Commodity markets pointed up- ward, with prices determined largely by weather reports.
