By the Associated Press PARIS, July 11.—The vote on_ the French budget by the Senate has been postponed until tomorrow, but the Chamber today approved it, 421 to 29. Premier Painleve in the Senate, like M. Caillaux in the Chamber, met with a reverse despite his plea, in which he said: “You know that the floating of a loan is near: it would be most useful that the budget should be voted at the earliest possible moment. I hasten to | add that negotiations have begun rela- tive to our foreign debts, and you know well how important it is for us to be able to show a balanced budget.” The Senate, however, decided, 146 to 117, to postpone its vote on the budget until tomorrow M. Caillaux, the finance minister, who was defeated in the Chamber, 263 to 261, on the question of the re peal of the tax on business turnovers, said “At the moment when I am going to negotiate with people having the habit of solidly balanced budgets 1 ought to bring the certainty that France's budget will be solidiy bal anced, and I will not consent to the decreage in taxation that you pro pose.
