Ritchie of Mary- land has asked his State Legislature to reserve 25 per cent of the power for the use of the State. “If Maryland will pay proper com- pensation for this power,” Mr. Ainey d, “I would advise the Philadelphia Electric Co. to go ahead with the W. Stuart S. Janney, State director of welfare. The board, of which Dr. Lewellyn F. Barker {s chairman, is considering the whole problem of the feeble- minded, which, Janney sald, was a serious one. Only two solutions have been sug- gested, Janney said. Onme Is to seril- ize; the other is to institutionalize them. As there are 20,000 mental de- fectives In Maryland and only one institution with a capacity of 800, Janney pointed out, sterlization seemed to be the only practical remedy. The defectives are not regarded as dangerous, the speaker said, but it has been proved that their low men- tality is hereditary and their precrea- tive powers about normal. Janney did not say he approved of steriliza- tion, but that it was worth serious conslderation.
