NEW YORK, March 16.—More than 867,000 persons living in the United States today have been child brides Wwho were less than 16 when they married or have been married to brides under that age; the great majority of these—contrary to popular belief—are native white of natlve parentage. These are a few of the many startling facts revealed in an extended study of child marriages, = preliminary report on which was made public by the Russell Sage Founda- tion. This situation is due in large meas ure to two causes, savs the raport %he fact that many States require no etter evidence of age than the am- davit of one of the candidates for a marriage license and that the legal minimum marriageable age 1s atil only 12 for girls and 14 for boys in New York, New Jersey, Pennsylvania Kentucky, Louisiana, Virginia, Flor ida, Maryland, Rhode Island, Ténnes- see, Colorado, Idaho, Maine and Mis- sissippi. ull Number Not Known. The study, which is still under way, cov- ers not only the child marriage prob- lem, but the whole subject of the ad- ministration of marriage laws. The sections of the report dealing with child marriagés, prepared by Miss Richmond with Fred S. Hall as sollaborator, will be published within a few weeks and will immediately be brought to the attention of leagues of women voters, marriage laws ad- ministrators, school authorities, State and local legislators, clergymen, and social welfare agencies throughout the country Cites General As an illustration apathy in the matter, the section of the report made public today cites the fact that in 14 States it is leg- ally possible for a girl to marry at an earlier age than that at which she is permitted to become a wage- earnér. The marriagéable age of girls has remained an inactive issue in these States, says the report, whils théir educational and child weifare agencies have kept the age of leav- ing school and of entering industry a burning one.
