VERA CRUZ, Mexico, March 16.— A union of the teachers of Vera Cruz has been formed for the purpose of using syndicalism measures te com- pel the authorities to pay their sal- aries, which, the teachers say, are more than four months in arrears. Gov. Jara today said that the teachers were playing politics, and warned them that they were violat- ing the law governing public serv- ants. He said the state government was not to blame for the situation, and asserted the teachers had been paid regularly since the end of the De La Huerta revolution. The landlords and tenants are on the cve of ending the long-standing dispute over the payment of rents, At a conference at Jalapa an agree- ment was reached under which the tenants were given 20 years in which to pay arrears in rent. The agree- ment will have to go to the State Legislature for sanction.
