ARCHITECTS' BOARD 1S FRAMING TESTS Regulation of Practice Will Be Effective Here in a Few Weeks. By the Associated Pre: ATLANTA, G ‘ebruary 7.—Qov- ernment officials tonight were mak- ing final preparations for the trial Monday in United States District Court of A. E. Sartain and L. J. Fletcher, former warden and deputy, respectively, of the Atlanta Federal penitentiary, on charges of con- spiracy and bribery during their administration. Laurence Reihl, Cincinnati, a co- defendant, recently was arrested in his home city, and also is expected to face ‘trial at the same time, Defense attorneys, however, in- dicated they would seek a continu- |} ance on the ground that sufficient |} time has not been given for them to prepare their case. In a joint indictment, Fletcher and Sartain are charged with conspiracy to receive and accept bribes. Special privileges to wealthy prisoners are alleged to have been involved. Dr. Eusebio Avala, the new Minister of Paraguay, was tendered the offi- clal greeting of the governirg board of the Pan-American Union when it met last week with Dr. Ayala pres- ent as a member for the first time.
