A call has been issued for the fourth Pan-American Labor Congress to be held in Mexico City on Decem- ber 3, pursuant to an agreement be- tween the executive committee of the Pan-American Federation of Labor and delegates representing the Con- federation Regional Obrera Mexicana. A program will not be prepared for the congress, the call states, delegates being left free to bring up whatever subjects they choose for considera- tion. Conventions of the Mexican Federation of Labor and the Ameri- can Federation of Labor will be held simultaneously at Juarez and El Paso late in November just before the con- gress assembles in Mexico City. The call was issued by the execu- tive committee of the Pan-American Federation of Labor, Samuel Gompers chairman; Chester M. Wright, Eng lish language secretary; Canuto A. Vargas, Spanish language secretary.
