Fowler, Regular Army instructor of the regiment of engineers at Phila- delphia, in which the company was praised fof the ‘showing made. The general inspection report was rated as “very satlsfactory,” and particular mention was made of the class of personnel composing the company. the morale, the drill efficlency, mili- tary courtesy and the general pro- ficlency and appearance of the or- ganization. ‘The company records were commented upon as being kept above the average of the National Guard organizations, Staff Sert.
