MYERSVILLE, Md., July 31.—With- out word as yet from her parents, in Martinsburg, W. Va. to whom she has been looking for $500 bail, Miss Dorothy Grandon, who was tarred and feathered here last week, continued | to occupy a cell in the county jail to- day. “I never harmed anybody, and I was cruelly mobbed, my clothing was torn away in the presence of laughing men, I was beaten to the ground and scalding tar was applied to my bare back,” she said today. “I was the victim, and I am the only one being punished.” The prisoner spoke of the fact that eight men, arrested in connection with the case, ‘Bad been released, as had Mrs. Mary Shank, wife of the man she is charged with “vampin assaulted and punished her. Miss Grandon has received several letters, but refuses to make their contents public. - . Bpecial Dispatch to The Star. MARTINSBURG, W. Va., July 31— So far as known, no efforts are being made here by the parents of Dorothy Grandon to obtain her release from the jail at Myersville, where she was the “victim of a tar-and-feather at- tack. Her father, John Terrell, cripple, and earns very meager p painting at odd jobs. Her right nam is Lorraine Terrell, according to Mar- tinsburg citizens, who claim to have identified her by pictures in news- papers, and she was a mill worker. It was reported here that she married six months ago at Hagerstown, Md. ROCKVILLE. ROCKVILLE, Md., July 31 (Special). A committee, consisting of Judge Robert B. Peter of the circuit court, ‘William L Aud, chief of police; Pres- ton B. Ray, clerk of the circuit court, and Berry E. Clark, clerk to the coun- ty commissioners, has just completed the preparation of rules and regula- tions for the guidance of the Mont- gomery County police department. These will become effective when ap- proved by the county commissioners. The committee consuized District ot Columbia, Baltimore, New York, Pennsylvania and New Jersey police and selecfed rules considered applica- ble to this county. The county commissioners, at the request of Chief of Police William L Aud. Bave had a portion of the Dbasement of the courthouse converted into a police headquarters. It is plan- ned to have some one on duty there at all hours. For patroling purposes the county will be divided into ten precincts, the boundaries of which are designated in the rules and regu- lations just prepared. At the request of Chief Aud, the county commissioners have appointed two additional members of the force— Dean Wilkerzon of Bethesda and Roy Snyder of flurtonsville. As is the case with the other members of the force, they will be provided with uni- forms and motor cycles. The new appointments increase the number of motor cycle policemen to seven, in addition to the chief. Arthur Ross, charged with operat- ing an automobile while under the influence of liquor, was absent when his case was called by Judge Samuel Riggs_yesterday and his collateral, $102.25, was forfeited.
