The estimates as sent to Congress by thé budget bureau pro- vide only for -eighteen new street paving jobs, amounting to.$275,000. ‘The "Commissioners asked for $300,000 for repafrs. to suburban roads, which need constant attention to keep them-in passable cendition. ‘The budget' bureau recommended $250,600. - The city Meads asked for $600,000 in the lump-sum appropriations, for repairs to existing streets and alleys, and the budget bureau recommended $575,000. Next to the shortage in school ac- comodations, the District officials point out, there is no phase of Dis- trict activity that needs liberal ap- propriations as urgently as the high- way department. During and since the war the task of paving . -new "streets and rolling out” the-Tuts and holed in existing surfaces has lagged here as in all large cities. City officials realize that the cost of asphalt, cement and other materfals during the war made it impossible to keep up the usual pro- gram of street and road work. ~~Phey. feel,- however,-that if the pol- icy of curtidling this work is con- tinued ahy longer, the National Cap- ital will never be able to catch up in its street program out of annual ap- propriation ‘bills. Discussing the small estimates now before Congress for highway work in Wasingign, one District official call- ed _eetlon to the fact that there is little to be saved by the federal gov- ernment in cutting street appropria- tions in the District, -in view of the fact that the federal government pays only a small percentage of the cost of this work. For all other District work the United States pays 40 per cent of the cost, but since the enactment of the Borland street assessment law the abutting property owners pay 50 per cent of the cost of paving the stree, the Discrict government pays 30 per cent, and the federal government, 20 per cent. ¢ Since the District's 30 per cent comes out of taxes paid by the citizens, the people of the Distrfet in reality meet 80 per cent of tlie cost of paving a street. -0 o s The Commissioners in their ahnual report called attention to the inéquity of the Borland law and asked.
