Establishment of a separate state commission of motor traffic is the only solution of the ever-increasing problem of handling the motor ve- hicle traffic laws of the country, ac- cording to Magistrate Frederick B. House of the traffic court of New York city. Declaring the problem to be the most serlous now confronting the country at large, in a recent inter- view the New York official said: “Vesting of the power of license re- vocation in city magistrates, accord- ¢ ing to_the provisions of the revised state highway laws of *New York. which went into effect July 1. and which removed the power of motor traffic supervision from the secre- tary of state and placed it in the tax commission, is merely a makeshift and will probably not give much re- lief. I believe that New York should follow the example of Maryland, Con-. necticut, New Jersey, Pennsylvania and other states in establishing a separate state commission to regu- late motor traffic. ‘Waste of Human Life. “The New York public is not awak- ened to the tremendous and avoid- able waste of human life which is going on in their city through the lack of sufficient agencies to super- vise motor driving efficiency,” Magis- trate House said. “An average of three persons a day are killed in New York city. “During the eighteen months our men were on the fighting front in France, when 48,000 men were killed in battle or died of wounds received in action, 91,000 people, of whom 25.- 000 were children, were killed on the public highways of this country. “New York should lead every other state in the matter of traffic regula- tion. but as a matter of fact it is be- hind most others. With over 700,000 licenses issued yearly, the secretary of state, pridr to the revision of the law which puts motor traffic super- vision in the hands of the state tax commission, had six inspectors to give all the road tests necessary to lssue license to operators and chauffeurs. Although those states issue only a fraction of the number of licenses New York does, Maryland has 20 in- spectors; Connecticut, 30; Pennsyl- vania, 11, and New Jersey, 25 or 30. Becoming More Acute. “In spite of the cry for economy in the administration of public affairs, where the safety of human life is con- cerned no state has any business to economize. Period of Suspension. “In the cage of a third offense for exceeding the speed limif, the New York law requires the magistrate to revoke the license. Under no cir- cumstances can the offender regain his license in a period less than six months. In cases of other speeders or men charged with driving whlie intoxicated the revocation or sus- pension of the license is left to the discretion of the magistrate, and it is these cases where the greatest care should be exercised. Under license suspension the driver may, in the discretion of the state commission, regain his license after thirty days.” Cleaning Commutator.
