TRE EVENING STAR has the fullest Local Ctrealation of any Newspaper In the World, and as an Advertising Mediam is worth more than ail the other papers published in Washington. i Abroad outlook on the history and condi- tion of civilization and the results and pros peets of human endeavor is apt to excites lively, though guarded. sympathy with the popular industrial movement now on throughout the enlightened world. Men who struggle earnestly and honestly, however blindly, to better their condition in life must command the respect and enlist the warmer Yevings of all generons natures. The long- labor movement that was to culmi- nefetoday in a general demand for an eight- hour labor day may not, probably will not, re- sat altogether as its projectors desire. But it will do several things. It will help to teach fhe Iabor leaders how to proceed—what is, what is not admissible. It will show to em- ployers the strength or the weakness of the in- dustrial movement, and tothe impartial gen- eral public it will afford a new and better view point. Labor, always the pivot, is now the con- sctous motive force of civilization. If it makes mistakes it is simply because error is insepa- rable from all human #ffairs, and the raasses are no more free from it than the classes who have controlled society and government in all the past. The workingmen of America have reached that point of intelligent responsi- bility where they will be prepared to furnish leaders of thonght and action in their own country and their contingent of members to that “parliament of man” which shall realize in seience, business and the brotherhood of the race the poet's dream, the statesman’s hope, and the philanthropist’ plan. ——— ‘There is a general sentiment among owners of teams and horses and those who are able to hire them that Washington should have promenade drive, where ali the turnouts might congregate for the pleasure of those who have something to show and to be shown, and also for the pleasure of those who. not being able to drive, enjoy looking at the wheeled and har- | nessed display. The White Lot has been sug- gested ax an appropriate place and with some extension of roads, leading oat and around the monument, it would be admirably suited for the purpose. Then with « music stand in the center and drives radiating from that to the circle. with sidewalks and benches for pedestrians, Washington would have every suitable evening, and especially every music evening, such un attractive display as would afford residents and visitors a divertisement they would always enjoy and would never for- get. — A month ago the United States Marine Band was scareely known beyond the narrow border line of the east when an effort was made in Congress to secure an appropriation for its improvement it way « failure, largely owing to the fact that members of Congress did not full appreciate the merits of the organization.
