Mr. Foster reached New York on the European steamer Wednesday and left for this city Inst night, arriving here this morning. This morning the Secretary remained at home and he and Mr. Foster, who called shortly before noon, went carefully over the agreement, which Mr. Foster carried in a huge aquare white envelope. SECRETARY BLAINE CANNOT TALK NOW. The Secretary said to a Stan reporter that he could say nothing whatever on the subject of the treaty, which is of such a nature as to pre- clude publication until the President shall have had a look at it. He also declined to state whether or not the document wasa treaty or an ment under the recent tariff law. This is an important point to be de termined, inasmuch as atreaty would have to go to the Senate for ratification and would therefore run the chances of rejection, whereas ® tariff agreement such as those t have been with the South American countries can be put into operation at once by means of a proclamation by the President. It fs generally thought that it is an agreement of this sort, since this form of inter- national arrangement has all the effect of s formal treaty with none of its disadvantages. It might also be noted that the only im into the United States that can be affected by an agreement under the tariff act are hides, suger, ten and coffee, which is seen to exclude the all-important Cuban staple export, tobacco. SPAIN WANTED TOBACCO INCLUDED. It is understood that Spain made a strong ef- fort with Commissioner Forter to reeure the extension of the reciprocity privileges to this article. but he was compelled to refuse under the terms of the act, which includes only the staples named above. Tobacco could have been included in the agreement, to be sure, but this would have made the act a treaty, subject to ratification or rejection by the Senate, with the probabilities Inrgely on the side of the latter.
