Judge Miller and a Wagon Goes About Dispensing Justice. ‘The sixth precinct patrol wagon drove up in fzont of that police station this morning at 8 oclock. In the wagon was Lieut. Noonan. scated under a large umbrella. In front of that oficial was a table and on the other side of 1t sat Bailiff Kendig. Many persons who did mot know Judge Miller thought that Lieut. Noonan was the judge and that ho was going to bold court in the wagon. That officer, how- ever, was looking after the cash business of the court and he was ready to accept collateral from all comers. Bailiff Hooe was abead of time, as usual. and the jadge was expected at 8:30. ‘The holding of court in tho police station was occasioned by the necessity of making re- irs and improvements in the Police Court Eoitding Those in charge of the improve- ments have moved along so slowly that the judge determined to vacate it and turn it over Yo the inspector of buildings in the hope that the work will be completed before winter weather breaks up the building season, AN APPROPRIATION OF $3,500 was made for the work, but as the crection of an ordinary brick cell room will not cost near that amount, Judge Miller expects to use the surplus to make such improvements to the old Dutiding as will fit it for occupancy hereafter. NO LOUNGERS THERE. Holding court in the police stations resulted in the exclusion of all persons not having busi- tess before the court. Merc curiosity seekers were not permitted inside. The prisoners from the second, fourth. fifti and ninth preein im addttion to those arrested in the sixth, were the ones whose cases were called for trial at the early session. SHYSTERS AT A DISADVANTAGE. A conspicuous feature of the temporary court early in the morning was the absence of the large number of shyster lawyers who live on small fees received from the poorer classes of persons arrested. This class of defenders did not have such good opportunities for **cap- ping” and they consequently did not get the smount of business they did at the old stand. THE JUDGE 18 PROMPT. Judge Milller was on hand promptly at 8:30 @’clock, but there was a delay on the part of the attorneys for the prosecution. Before they arrived, however, the contingent-fee lawyers Were out in full force speaking to every woman and child whose appearance in that there was a charge against them. were thirty-one prisoners locked up in or Court No. 1. OPENING couRT. It was nearly 9 o'clock when Bailiff Hooe @alied the court to order. The business was transacted in the sitting room of the station, not even a raised platform being arranged to elevate the court above the small audience. court No. 2 Police Court No. 2 was held at the first pre- Cinct and all prisoners not tried at No1 were given a hearing. Lieut. Amiss, with the assistance of other ofticers, had arranged the place so that it was given acourt room appearance. A dock had been improvised at the door leading from the cells to the room occupied as a court room. At one end of the room was a platform, and the clerks’ and reporters’ tables were so arranged that there was no hitch whatever in the court Proceedings. a Three Slight Fires. Sunday morning a fire took place in a framo Duilding owned by Mr. M.G. Emery in the #quare between Ist, 2d, Band C streets north- west. It was occupied as a paint shop and the Joss was about $300. At 12:30 o'clock yesterday morning a slight fire took place at the house of Esau Williams, 815 2d street southeast; damage about #10. Yesterday morning about 3:30 o'clock a slight fire took piace in the Barber & Ross building. corner of 11th and G streets northwest, caused by the electric light wire setting fire to the elevator shaft. The proposed plan of the Order of Good Templars to celebrate the twenty-fifth anni- versary of the founding of the order, which occurs on the 25th of next November, is meet- ing with an enthusiastic reception. At a re- cent meeting of the Grand Lodge a committee was appointed, with Past Granda Chief W. G. Perry as the chairman, to make all prep: tious. This committee met Saturday evening, with representatives from all subordinate lodges present. It is expected that Dr. Oran. hyatekha of Toronto, Canada, the highest o! cer of the order on this continent, will be here for the celebration, which will probably last three or four days. Tom Craig, colored, whose scant clothing no more than covered him, was arraigned before Judge Miller this morning charged with being in « crowd of colored “crap shooters” near the old toll gate in northeast Washington. Beer Under False Colors. Robert Anderson, a colored man who keeps ® barber shop on 5th street northwest between P and Q streets, has been suspected for sume time of keeping an unlicensed liquor place, and Saturday night Policoman Daley went in the shop and secured what he thought was evi- dence against the proprictor. A Serious Accident to a Little Girl to Be Investigated by the Police Court. Friday afternoon on C street betweon 9th and | 10th streets soutiwest Madeline Betts, a seven- | year-old child of Mr, Betts, who hvcs at No. 923 on the street mentioned, met with a serious accident that may prove fatal. The little child was in tho street and was run over bya feed | wagon owned by Messrs. C. F. Wilkins & Son. The wagon weighs 1,700 pounds and was heavily loaded with corn. The wagon whee! passed over the child's stomach and caused a severe injury. The injured child was taken into her parents’ house and attended by Dr. Crook. The driver of the wagon continued on his journey. Policeman Stenhonse learned cf the affair and yesterday he found the driver who had charge of the team at the time and arrested him. He gave his name aa Frank Simms. The prisonor admitted that he was in | charge of the wagon at the time of the acci- dent. He said that the back wheel of tho | wagon struck the little girl and passed over her. The oflicer says he has witnoxses to show that the horse struck the child and kncked her down. There are more stair climbers in the Inter- | Ocean building than there were a week ago, It has always been fashionnble since the Census Bureau took charge of the building and popu- lated it for employes to use it with a great dea of liberality, but the fashion has changed. It was not a gradual growth of sentiment which brought this thing about; the whole matter was quite sudden and the reason therefor has only just become apparent. Three or four days ago several employes entered the car at the fitth floor .nd made known their desire to descend. The conductor acquiesced and in his usual way pulled the starung rope. When the occu- pants of the car had rearranged their internal organs and compared notes they discovered that the cable had broken and dropped the elevator just four stories before the “‘safoty- catches” started to work.
