(Copyright, 1924, By United Press) LONDON, April 12. — Europe stands on a threshold whence the first step well may be towards her eventual reconstruction. At least, the Dawes report has accomplished its initial purpose. It haa brought conflicting parties in the European :nuddle all to the same threshold, and pointed out the Girection of the first step. Promise of prompt acceptance of ‘the experts’ plan by Germany, con- tained in Berlin dispatches today, means that the all important start in a common direction may soon be made. “It's up to Germany,” a member of the reparations commission said today; but there is no reason why Germany should hesitate at the tart.
