Text of Reynaud Address French Premier Recalls Belgium’s Plea For Aid in Telling of Its Capitulation By the Associated Press. PARIS, May 28.—The text of Premier Reynaud’s broadcast this morning to the French nation, in which he announced capitulation of the Belgian Army, follows: 1 must announce to the French people a grave event. This event occurred last night. ‘France can no longer count on the Belgian Army. slnce 4 am. Tuesday (10 pm. E. 8. T. Monday) the French Army and the British Army have been fighting alone in the north against the enemy. You know what the situation was. After the rupture of our front May 14 the German Army filtered between our armies, which found themselves broken into two groups, one to thé north ‘and the other to the south. On the south it is the French divisions which are holding the new front following the Somme and Aisne Rivers and then re- joining intact the Maginot Line. Belgians, British and French In Northern Group. In the north was a group of three armies—the Belgian Army, the British expeditionary corps and several French divisions in which many of us have loved ones. This group of three armies was under the command of Gen. Blanchard. It was supplied via Dunkerque. The French and British Armies were defending this port on the south and west, the Belgian Army on the north. It was this Belgian Army which has just brusquely capitu- lated unconditionally on the Munitions Agency With Single Head Urged by Hoover ‘Keep-Off-Grass’ Sign, With Fierce Dog in Sight, Declared Need By the Associated Press. NEW YORK, May 28.—Former President Hoover says the Nation's preparedness should be entrusted to a single-headed munitions admin- istration. The head of such an administra- tion, he said in a nationally broad-. cast speech last night, should be an fleld of battle on the order of its King without warning their French and British comrades in combat, opening the way .to Dunkerque to the Germans, Eighteen days ago this same King, who up to that time had seemed to attach the same value to the word of Germany as to that of the Allies, sent us a call for help. To this we replied, following the plan which had been estab- lished-since last December by the Allied general staffs. King Lays Down Arms Without Word to Allies. But, in full battle, King Leopold III of Belgium—without warning Gen. Blanchard, without con- sideration or a word for the French-and British soldiers who hed 7¢ to the help of his corniy in response to his an- guished appeal—King Leopold III laid down his arms. It 1s & fact without precedent in history. The Belglan government has told me that the decision of the King . was taken against the unanimous sentiment of his re- sponsible ministers. The gov- ernment added it had decided itself to put at the service of the Allied cayse all the forces of its country which were still availe able, and particularly that it wished to raise a new army and collaborate in the work of arm- ing France. 1t is about our soldiers that we are thinking. They can say their honor is intact. They are making a mag- nificent effort along the whole front. Every day during the 18 days of battle they have given thousands of examples of hero- ism. Young French generals who have hardly had time to replace their elders have already cove ered themselves with glory. Leaders and Soldiers Destined for Admiration. It is for the munitions administrator to deliver it.” What the country needs, Mr. Hoover said, is a sign of “ 'Keep off the grass’ with a flerce dog plainly in sight.” Implication Criticized. | The former President was critical of what he described as the impli- cation in Mr. Roosevelt’'s Monday address “that previous administra- | tions had been derelict in providing national defense.” “These sttaements have a partisan | flavor,” said Mr. Hoover. Declaring he could “challenge the implicatio.s of Mr. Roosevelt's fig- ures” on what had been accom- plished toward preparedness under the New Deal, Mr. Hoover said that | national defense was a ‘“relative” | thing—“relative to the military menace in the rest of the world.” Up till the end of his administra- tion, he said, the world “was kept turned toward peace,” adding: “The suggestion we should have armed against menaces that had not been born seems overdone.” During the last five years the country has been warned often of impending warlike events, yet we “obviously have not gotten prepared- ness.” Single-Handed Responsibility. Mr. Hoover said that the job of building up defenses could not be done by “political coalitions,” nor could such operations be controlled by “boards or councils or confer- ences.” “The whole genius of the Amer- ican people has demonstrated over 150 years that when we come to ex- ecutive action, including the office of the President of the United States, we must have single-handed responsibility. “Centralization of executive re- sponsibility for the production of munitions does not require clothing any man with autocratic powers. This form of organization can and should be based on organized co- operation.” Mr. Hoover said his:conception of preparedness was a strong Navy, a skeletonized but more flexible Army, additions of skilled personnel in the Reserve, air pilots, tank drivers and gunners. Plane Maintenance Costly. He expressed belief it was not the President’s proposal to produce 50,- 000 planes to be “put away in hangars.” “In the face of constantly advanc- ing science and invention it would be folly to have 50,000 planes in e. It would require more than a half-million men to look after them and to fly them. It would require more than s billion dollars a year to support them. Asserting that Americans have “no good reason to be discouraged or fearful,” Mr. Hoover said: “Once we convince the world that our capacities are organized no na- tion will have any desire to establish bases on the Western Hemisphere or make any attack upon us now or any other time.” Louis Johnson to Reply To Hoover Tonight By the Assoclated Press. Assistant Secretary of War Louis Johnson will speak tonight in what is expected to be a reply to the address of former President Hoover. Mr. Johnson’s speech will be broadeast over the N. B.
