Gillette Describes Senate Machinery To Police Election No Smearing Candidates, Committee Head Assures in Forum Address (Continued From Page B-12.) — e clusion regardless of what party or what candidate its findings may concern. This week I noted in the United States News an item with reference to this particular committee. The item stated: (I quote.) “A further factor to be considered by active candidates in both parties is that the Senate Campaign ExpeRditures Committee, headed by Senator Guy M. Gillette, is beginning to get interested in the campaign. Those candidates who have extensive and expensive campaign organizations are always in danger of a smear from this source.” I cannot state too emphatically tnat it is unjust to our committee to refer to it as a “smear committee.” One of the most difficult tasks which we have to per- form, and vhich we shall have before us, is to prevent the use of the com- mittee by some candidate or faction 8s a club with whicn to hurt or de- stroy some rival candidacy, faction or party. I anticipate that there will be continued charges referring to our committee as a “smear committee,” especially after the national elec- tions become more heated. Speaking for the members of the committee other than myself, 1 can emphati- cally say that these Senators—two Democrats and two Republicans— are as high minded, able, fair and sincere citizens and Senators as any in the United States. They all have strongly expressed the view that this committee shall serve the public interest only and shall not be prosti- tuted to the use of any candidate or party. No doubt, there are parties and candidates who would like to use the committee to “wash the dirty linen” of their opposition and to whitewash the right people. But we are not in the laundry ousiness for political parties or political candi- dates. European Vote Farce Recalled. Voting is the right and the privilege of our American people which we take too lightly. We should try to realize that all over the world there are millions of people in so- called civilized countries who are denied this right of iree expression of opinion. We saw the recent farce of a plebiscite in Europe where people went througn the process of casting a ballot, with an X mark on the ballot for them. 'Too many times I have heard intelligent and loyal | citizens joking about the farcical | nature of some of our city elections, | making careless reference to the | doctoring of voting machines, voting dead men in absentee ballots, de- stroying votes, stealing ballot boxes, | and other devices which ought to | bring the blush of shame to the face | —_— of any American citizen, Fortu- nately, we huve had national atten- tion directed to the methods of un- scrupulous, unpatriotic, and un- American officials who have been aiding and abetting this black-out of democracy. Citizens ar2 becoming strongly aware that it is not a matter for joking or for light consideration, but that it threatens the destruction of the most cherished right of their Americanism. A militant public opinion will drive out of public life those who would subvert and destroy this basic right of the people. We need more voting on-all matters of public concern, and a fuller expres- sion of the electorate from the town- ship schoolhouse to the presidential election. Citizens have a right to expect an honest poll, an honest count and a square deal at the ballot box. The citi- zens have u right to protection from such culprits. Our committee will do everything in its power to secure this right in every section of the United States, so far as it comes within the Jurisdiction of our authority. We be- lieve that we have the right to ask and to insist on the hearty co- operation of every candidate, every party, every organization, and every citizen. There are types of insects, living and destroying other life in darkness and concealment, and avoiding the life-giving sunlight.
