H. C. Whitehurst, Dis- trict highway director, told advance delegates of the American Road Builders Association at a meeting last night in the Willard Hotel. The plea for the solution of the District’s highway problems was given at a business meeting of the lotal chapter, as more than 500 highway officials, engineers and ed- ucators opened their annual meet- ing in the hotel today. The . construction of additioral roadways similar to the new Massa- chusetts avenue underpass under Fourteenth street was urged by the District officia). He asked that ad- ditional appropriations be given the municipal government for more underpasses in “equally congested areas.” Washington, he said, was in the peculiar position of having one of the largest car-owning populations in the United States as well as being the center of large tourist influx.
