Carroll Baker, Naval Hospital Chief 0f Medicirie, Dies Winchester Native Had Served Here Since 1936 Capt. Carroll Boyer Baker, 55, chief of medicine at the Naval Hos- pital here, died yesterday at the hospital. A native of Winchester, Va., Capt. Baker attended the Jefferson Medi- cal College in Philadelphia and both the Army and Navy Medical Colleges. He was commissioned an assistant surgeon in the Medical Reserve Corps in 1913 and entered the Regular Navy the following year, Capt. Baker's service included duty witn the marine expeditionary force to Haiti in 1919-1922 and service as executive officer of the Naval Medical School here, chief of medicine on the hospital ship Relief in 1931-1933 and chief of medicine at the Norfolk (Va.) Naval Hospital in 1933-1936. He had been in Washington since 1936, when he was made executive officer of the Naval Dispensary. The following year he was promoted to captain and made chief of medicine. Capt. Baker served aboard the United States ships Paducah, New York and Arkansas besides the Re- lief. He held the Mexican Service Medal, the Haitian Campaign Med- On Mondays 81 the Navy Expeditionary Medal and the Victory Medal. He is survived by his widoy, Mrs. Florence W. The Farm Credit Administration, officials said today, faces an impair- ment of its ability to meet its own operating expenses and absorb losses if Congress decides to curtail its in- vestment by $315,000,000. The suggestion that this amount, roughly half of the Government's investment in the F. C. A., might be withdrawn was made Monday by President Roosevelt in a letter to Vice President Garner. He listed the F. C. A. among sources from which funds might be obtained and returned to the Treas- ury, thus helping to keep the na- tional debt from exceeding the statu- tory $45,000,000,000 limit. Withdrawal of $315,000,000 would not affect the ability of the F. C. A. to provide ample farm credits, of- clals emphasized, because its lend- Ing units could raise funds by bond issues and by rediscounting loan col- lateral submitted by farmers. Loss of the money, however, would deprive F. C. A. of an important source of income, they said. The F. C. A. does not have to pay any- thing for use of the Government funds, and it profits by lending them to farmers at about 5 per cent in- terest. Earnings from loans to farmers have been used not only to pay operating expenses, but to meet losses and to build up reserve against future losses. Because of shrinkage in land values since the early '30s, | the F. C. A's Land Bank unit has had to take over some farms and | resell them at losses. | The Land Bank now holds $1.- 900,000,000 in farm mortgages. O.A officials said it was pos- sible that losses on these mortgages would exceed earnings during the next several years. In that event, it might become necessary, they sald, for Congress to vote funds to; make up deficits, much in the same manner that it takes up any losses incurred by the Commodity Credit Corp. on loans made farmers on surplus crops.
