JERUSALEM, July 7.—All available troops and police—about 11,200 men in all—were massed today to meet any flare-up of smouldering Arab-Jewish strife that might be touched off by tonight's publication of the British Royal Commission’s plan for the future of the Holy Land. Seven British regiments, about 7,000 men, and approximately 3,200 police were held in readiness as Lieut. Gen. Sir Arthur Warchope, British high commissioner, prepared what was be- lieved would be an appeal for calm acceptance of the report and avoidance of racial conflict and bloodshed. Battle Cruiser Arrives, ‘The heavy British battle cruiser Repulse arrived at Haifa. The National Council of Palestine Jews appealed for calm and quiet in “this fateful hour for Zionism and the Jewish community in Palestine of all classes and sections.” Sir Arthur announced he would broadcast & message to both Arabs jand Jews tonight immediately before publication of the report. Pending disclosure of the Palestine Commission’s recommendations, it was believed the proposals called for divi- sion of the Holy Land into a Jewish state, an Arab state and a territory under British mandate from the League of Nations. The coincidence of the Zionist Con- gress election falling on the same day as publication of the report raised excitement to a high pitch among the Jewish population. Arrangements were made to suspend voting for 124 delegates to the Congress an hour be- fore the proposals were disclosed. Theater performances were ordered halted in the middle of the evening so loud speakers could broadcast the high commissioner’s speech and the subse- quent report to theater crowds. * Radio stores prepared to entertain large crowds in front of their prem- ises. Both Sir Arthur's address and the commission report were translated from English into Hebrew and Arabic. Copies were dispatched by Royal Air Force planes to Syria, Egypt and Iraq. PAUL DASHIELL DIES UNEXPECTEDLY “Father of Forward Pass” Head- ed Foot Ball Rules Group 15 Years. By the Associated Press. ANNAPOLIS, July 7.—Capt. Paul N. Dashiell, U. 8. N. (retired), chair- man of the National Foot Ball Rules Committee for 15 years, died unex- pectedly in the Navy Hoepital here yesterday. He would have been 70 July 16. He had been in the hospital for eye treatments. He suffered a heart attack late yesterday. Dashiell was one of a group of foot ball enthusiasts which met in 1896 in an attempt to draw up uniform rules for the game. At that time | Princeton, Navy and Yale used one | set of rules and Harvard, Cornell and | Pennsylvania another. | The rules were made uniform lnd‘ the present Rules Committee was formed with Capt. Dashiell as chair- man.
