Depicting the sweeping changes in social and economic life, Sir Willmott Lewis told more than 300 bankers and guests at the annual banquet of the National Safe Deposit Association at the Willard Hotel last night that the | future will see labor recognized as an | equal partner with capital and man- | agement, or there will be continuing oonfusion. 8ir Willmott, Washington corre- spondent of the London Times, said . an overwhelming majority of workers are now employed in industry: few of them have had any real voice in the making of decisions which affect the terms and continuity of their em- ployment, and yet these workers, men and women, are voters possessing the ! political power to compel the enact- ment of legislation which may pro- foundly affect every phase of the na- tional life of their countries. In such | & situation there are factors irrecon- ellable with the orderly continuity of democratic conditions. It has been remarked in Great Britain, the speaker added, that an increasd of governmental action has invariably been accompanied, at a slightly later date, by an increase in voluntary co-operation in the same sphere. The fact, for it is a fact, should be a source of comfort to| those who today are gloomy and im- patient, he said. The subject of Sir Willmott's ad- | dress was “Today.” He declared the | basic principles of human society | change but little, but the conditions under which these principles must | apply always have been subject to| change. and in the past century and | 8 half have been altered with a speed | and range of effect without parallel | in history. Points to Changes. 8ir Willmott pointed out that the last century and a half has seen s social transformation of the Western World, and of some of the Orient. He said this has been wrought chiefly | by the introduction into life of the industrial system, which means the use of power other than manual for | manufacturing on a large scale; by the stimulus to growth in population which this system encouraged, and by the greater moblility of population which improved machinery and trans- portation methods have made possible. 8ir Willmott called attention to some of the economic changes which have take place, and took up the po- litioal developments which he said slowly but surely follow economic | change. The number of town dwell- ers has increased out of all propor- tion to the rural population, one func- tion after another being organized for the benefit of the collective forces | of the group. | “The predominance of the capital- | ist over the worker,” Sir Willmott said, “has been enlarged by the con- solidation of industrial enterprises into larger and larger aggregates. As & result the proportion of recipients of & mere wage or salary among the | workers of all modernized countries | has steadily increased, while that of the workers who own the product of their labor or who participate in the profit derived from its sale, has steadily diminished. Bankers attending the National Safe Deposit Convention which closed a three-day session at the Willard Hotel last night were assured that American designers of vaults and locks are at least one jump ahead of the world's most accomplished burglars. In Nanking a huge, American-built | vault protects the burial jewels afd | venerated remains of Dr. Sun Yat Sen from robbers or revolutionary | vandals, and in Shanghai the main office of the Bank of China has se- cured its valuables in unconquerable vaults designed in this country. American engineers only last year completed installation of bombproof vaults for the Bank of Spain in be- leagured Madrid. The same .company fitted the main office of the Bank of Japan at Tokio with tremendous, 7,000,000-pound vaults. Perhaps the world's strongest vaults, however, have been constructed to protect gold reserves in the United States. The biggest vault door in the world is a circular block of non-burn- able steel which seals the impregnable strong box of the Federal Reserve | Bank of Cleveland, Ohio. Formalities of Change. ‘When the customer rents a box the tumblers and two keys are removed from the sealed cylinder in his pres- ence. The keys are handed to him. Then the removable tumblers are put in place and the customer locks them, while the bank's representative turns a second bolt with the bank's master key. If valuables later are reported miss- ing from the box, the customer cannot claim negligence on the part of the bank, or advance the possibility that his keys have been duplicated. When the customer gives up the box, the tumblers are removed and returned to the factory for & new combination and & new set of two keys. A device for folling hold-up men is a safe with a time lock. Should a bank employe be forced to work the combination of the safe, the bolts would not be thrown for at least 15 minutes.
