Three prominent speakers have been secured. O. J. Arnold, president of the Northwestern Na- tional Life Insur- ance Co., Minne- apolis, will dis- cuss “Investment Policies of Life Insurange Com- panies.” John C. Blackall, insurance commissioner of Connecticut, will speak on “Increasing Uniformity in State Supervision and Regulation of Insurance.” In addi- tion, P. D. Betterley, a business man who has made a special study of in- surance subjects, will discuss “Recent Developments in Workmen's Compen- sation Legislation and Their Practical Effects.” The program, just announced, shows many other prominent speakers listed for the twenty-fifth anniversary of the national association. Washington will supply many. Among them will be Ellsworth C. Alvord, who will discuss “The Tax and Its Background.” An- other will be Dr. Wilson Kompton, secretary-manager of the National Lumber Manufacturers’ Association, his topic being, “How Successful Has Our Tariff Bargaining Been?” Senator Royal S. Copeland is on the program to speak on “What Is Needed for Food Control?” Sir Will- mott Lewis, Washington correspondent of the London Times, is booked to present “An International Viewpoint on American Problems.” At the gen- eral session on Wednesday morning, April 28, Assistant Secretary of Labor Edward F. McGrady will address the convention on “Labor Relations in Industry.” Roy M. Green, Agriculture Depart- ment financial expert, will speak at & luncheon conference on “Crop In- surance.” Dr. L. C. Gray, Agricul- ture Department, will speak on “Farm Tenancy,” and H. R. Tolley of the eame department will take up “Crop Control.” Robert V. Fleming, presi- dent of the Riggs National Bank, is to preside at a round-table conference on “Inflation Dangers,” while Mark Sul- livan, writer, will give a review of the past 25 years. At all general sessions President Harper Sibley will be in the chair during the four-day session. Healy to Address Bankers. It was announced today that Robert E. Healy of the Securities and Ex- shange Commission will give an ad- dress covering Gpvernment activities In connection with the utilities, at the annual convention of the Na- tional Association of Mutual Savings Banks in New York, April 28, 29 and 80. Another speaker is to be Maj. L. L. B. Angas, noted British economist, Harper Sibley, who will discuss the “Economic Out- fook Under Managed Money.” Harold | G. Moulton, president of the Brook- | ings Institute, has the subject “Ob- | servations on the Railroad Situation Today.” | Virgil Jordan, president, National | fndustrial Conference Board, has an Important place on the program. The | savings executives and trustees are to give special attention to the out- look for thrift, at a time when the mutual savings banks report record | deposits and depositors. The final session on Friday morning will be given over to consideration of mortgage problems and insurance. A. George Gilman, chairman of the Committee on Mortgages, will be in charge of this discussion. Charles G. Edwards, real estate authority, and president, Central Savings Bank, New York, is to address the meeting | on important aspects of the mortgage situation. National Dairy Report Gains. President Thomas McInnerney of the National Dairy Corp., which has two units in Washington, reports that business in the first quarter of 1937 was unusually good, better than it is likely to be for the rest of the year, he said. However, profits should be slightly better than in 1936, he added. Bank clearings in the Capital for the week ended April 14 totaled $27,761 438.18, compared with $22,- 218,751.45, an increase of 24.9 per cent. They were 6 per cent lower than in the previous week. Clearings in Baltimore were up 24 per cent and in Richmond 22 per cent over last year. H. Lawrence Choate, general agent here of the Mutual Benefit Life Insur- ance Co., Newark, N. J., was elected president of the company’s chapter of chartered life underwriters at the Atlantic City convention this week. ‘The agency was given second place for efficiency in a national rating. President Hugh Leach of the Fed- eral Reserve Bank of Richmond has sent notices to all member banks in the fifth district tat daylight-saving time will go into effec* in many Teserve banks and branches on Mon- “day, April 26. Dealings were exceptionally quiet, even for a Saturday, and numerous issues held to a restricted area throughout the session. There was an assortment of losers at the close. Tending to promote a slightly better feeling toward the list was a moderate | comeback in some major commodities which suffered a world-wide crash yese | terday on European peace moves and rumors of an arms conference among the powers in the near future. Bolstering stock favorites also wers brighter earnings statements and fa- vorable dividend actions. Coppers, leading Friday's slow re= treat, drifted to still lower levels. Transfers were around 450,000 shares. Many traders remained in neutral territory pending transmission of the President’s budget message to Con- gress next week. Predictions the Chief Executive will stress “economy” in his advice to the lawmakers helped to lift United States Government securities in the bond department. Corporation loans were uneven, Buoyed by further business optie mism, Certain-teed, International Printing Ink and Mead Corp. got up 2 points or so each, the latter two at | new peaks for the year. Dome Mines rallied when directors declared an extra disbursement to stockholders of $2 a share. Armour was comparatively lively on the upe side on the lifting of this company’s dividend.
