ND SITUATIONS PENSION PROGRAM GOES INTO EFFECT 5= Over 20,600,000 Wage Earners Begin to Provide 0Old-Age Benefits. More than 20,000,000 ~American ‘wage earners today began to provide for the future by law as the old-age benefit provision of the social security act went into effect. For all but a few excepted classes— rail, agriculture and welfare workers principally—the tax that will provide monthly benefits when they reach 65 became effective. Employer and employe share this alike. For the first year it is 1 per cent of pay up to $3,000 annually and of pay roll. The rate graduates up- ward one-half of 1 per cent each three years until, as of January 1, 1949, it reaches 3 per cent from each con- tributor. On January 1, 1942, the first bene- fits become due. They will range from $10 to $85 monthly, depending on total wages earned. The employers are charged with col- lecting the tax from employes and in some cases these deductions already are being made against the January wages. The payments to the Govern- ment must be made monthly by the Jast day of the month following that which the tax represents. That means that the first returns to the Bureau of Internal Revenue must be made by February 28. The Social Security Board expects that 26,000,000 workers will be en- rolled under this plan, but the total can only be estimated until the initial registration is completed.
