MacCormack, comi-, missioner of immigration and natural- ization since 1933 and an internation~ ally known figure in military, diplo= matic and financial circles, died early today at Garfield Hospital. He unger- ‘went an operation two weeks m‘-nd died of peritonitis. He will be buried Monday in Ar- lington with full military honors. The hour of the funeral has not been fixed. Col. MacCormack was first sgppoint- ed commissioner general of immigra- tion in April, 1933. PFrom that time until August he reorganized ¥he work to combine immigration and natural- ization agencies into one senvice. He was then appointed commissioner of immigration and naturalizsition. Secretary Mourns Lisss. Secretary of Labor P , under whose office the immigratjon and na- turalization work comes, said today that Col. MacCormack hnd succeeded in “humanizing” the services and that “his death is & despemute loss both tfo the Government and to the people.” One of his proposa)s was passage of a bill to prevent breaking up of families in deportation cases, and strengthening the deportation laws to deport more criminal aliens. Col. MacCormack: was a native of Scotland, having lbeen born at Wick April 9, 1880. HE came here with his family at the age of 9 years and was educated at Boston College, Robert Gordon's Cullegg Aberdeen, Scotland, and St. Laurent’s College, Montreal. His first public service was as & member of the 26th Volunteer Infantry in the Philippine Insurrection. At the Beginning of the World War he was made & captain, first serving as assistant executive officer of tho Port of New York. Later he became executive officer of the Shipping Con- { trol Commission and general inspector in charge of reorganization. He then served as general inspector of Army transport service in France, having been promoted to lieutenant colonel. In 1919, Col. MacCormack was sent to Russia on & peace conference mis- sion and the following year resigned from the Army to serve as a member of the American Financial Mission to Persia. He was commissioner of in- ternal revenue for that country until 1925, when he took charge of famine relief. During his Persian service, which terminated in 1927, he was a member of the Russo-Persian Tariff Commission, and toured the capitals of Europe to increase Persian exports. In 1927 he was a representative of Persia both in the League of Nations and the League Assembly. On his return to this country in 1929, Col. MacCormack organized and administered the receivership of the Irving Trust Co. of New York. He later became president of the Fidu- ciary Trust Co. of New York, which position he resigned to accept the im- migration post. Survived Only by Widow. While claiming New York City as his home, Col. MacCormack had lived at 2101 Connecticut avenue with his wife, Mrs. Mary Seymour MacCormack, since coming here. She is his only survivor. Twice honored by foreign countries, he was a commander in the Order of the Crown of Italy, and an officer in the Order of the Black Star. He was a member of the advisory board of the Yorkville Music School, the American Academy of Political and Social Science, the Central Asian So- ciety, a former commander of the City Club Post of the American Legion, and member of the New York Society of Military and Naval Engineers of the World War, the Army and Navy and Manor Clubs here, and the Interna- tional Club of Geneva. Church; Dr. Frederick Brown Harris, pastor of Foundry M. E. Church, and Dr. PFrank Steelman, pastor of Calvary M. E. Church, of which Rev. Mr. Downs was & member. N., retired, died yester- day at his home at Cavalier Shores of a heart atlack. Comdr. Dickinson, 45, was a native of Glasgow Ky. He had been a resident of Norfolk and Virginia Beach since his retirement from active service three years ago. His mother, Mrs. Haidee Trigg Dickinson, arrived from Kentucky to visit him and was met at the train by friends of the family who in- formed her of her son’s death. Comdr. Dickinson graduated from Annapolis in 1914 and saw service in China and later aboard a destroyer 1 basing at Honolulu. In 1927 he mar- ried Mrs. Honor H.
