NEW YORK, October 8.—Italy's new Ambassador, Fulvio Suvich, talked over the United States war debt situation “in general” with Premier Mussolini before sailing for America, he said todsy on arrival on the Conte di Savoia. On the same liner came Eugenig Cardinal Pacelli, first papal secretary of state ever to visit America, for what he termed a vacation. He re- fused to discuss Father Charles E. Coughlin’s political activities, but he would not deny, either, that he was spending the coming month in Amer- ica “watching over” a situation in which the Holy See is known to be deeply interested. Makes No Prediction. Ambassador Suvich, speaking halt- ingly and with great care, said that he “cannot predict within a year re- opening of conversations regarding Italy’s war debts.” “I do feel, however,” he said, “that devaluation of currencies has paved the way for reconstruction of the situation. Revaluation makes for im- provement of foreign trade, the low- ering of tariff barriers and with im- proved international trade comes in- creased currency with which to meet obligations.” Suvich succeeds Count Rosso, former Ambassador here, now Ambassador to Russia. Relatives of Gifford, who disap- peared from his home in South Pitts- ‘burgh, Tenn., in 1928, and whose wite, three years later, identified a body taken from the Tennessee River as that of her husband, have been in- formed that Gifford recently applied for his bonus and inclosed his finger- prints. An administration spokesman lis- tened to statements of members of Gifford’s family that they believe him dead, and, according to the Associated Press, countered with: “Fingerprints do not lie. The man who submitted his fingerprints with his appication for his bonus is Jesse Owen Gifford, the same man who en- listed in 1917. MOSCOW, October 8.—The text of the Soviet .“ultimatum” threatening to withdraw from the Spanish revolt non-intervention agreement issued last night by Moiseyevitch Kagan, Russian representative of the Non- Intervention Committee, follows: On instructions of the government of the U. 8. 8. R, I hereby make the following declaration: In notes sddressed September 15 to the governments of Portugsl, Italy and Germany, the Spanish govern- ment protested against assistance and military munitions sent by those coun- tries 1o Spanish rebels. The Spanish government has for- warded those motes also to other participants in the non-intervention agreement with the request that they adopt measures to halt the situation under which the legal Spanish gov- ernment has been reduced to actusl blockade while rebels, without any | obstacles, are supplied with airplanes and other kinds of munitions from «different sources. Vielations Cited. In his declaration to the League of | Nations, Julio Alvarez Delvayo, Span- ish delegate to the League, raised the same question before all the members. A long enumeration of the facts, rep- resenting violation of the agreement and referring to the latest period, was cited by the Spanish government in its “white papér” as well as in addi- tional material published by the Span- ish government October 3. It is sufficient to recount the fol- Jowing facts: On September 10, 23 freight cars with boxes containing unassembled parts for 14 airplanes from Hamburg came from Portugal to Seville. On September 20, 13 big German planes landed at Tetuan. Later these airplanes were used to transport troops of the so-called ‘“Foreign Legion” from Tetuan to Beville.
