By the Associated Press. BALTIMORE, October 8.—Malj. Enoch B. Garey and Col. Harry C. Jones headed toward a crucial polnt today in their dispute over Garey’s authority to demote two of his State policemen. For today is the day on which pay rolls are submitted to Jones, State employment commissioner. ~ Jones must approve pay rolls, And he has sald that Maj. Garey cannot demote the two officers, A. E. Markley and J. W. Wheeler, who were s sergeant and & corporal before Garey suspended them last week on charges of accepting gratuities. Before suspending them he demoted them to officers’ ranks. Jones contends they cannot be de- moted until they are given hearings before him. Garey said yesterday he had de- moted them and that they would re- main demoted. In fact, he already has promoted other officers to take their places. To which Jones replied: “I have no comment to make, ex- cept that the superintendent of police is in receipt of a lawful order from this department, and if he fails to comply with same, the matter will be adequately handled when the next pay roll of his department comes to me for approval.” Jones declined to say whether that meant he would hold up the pay roll for the eniire State Police Depart- ment. ATLANTA, October 8.—A Mbl'll grand jury indicted Frank Edwards Stephens, 16, of Atlanta, yesterday on a charge of sending an extortion letter through the mails to “Mrs. Shirley Temple.” Agents of the Federal Bureau of Investigation arrested the youth here several weeks ago. No date was set for Stephens’ trial.
