French stamped 7!3s rose about 4 points, following Saturday's decline of 16!z on one sale. Meanwhile French stamped 7s slumped about 19 points. Nord Railway 6!,s turned up 8 points on the heels of Saturday's loss of 6 points. Paris Orleans Railroad 5125 were up more than 4 points. Polish obligations turned forward. Silesia Province 7s and Warsaw 7Ts ‘were both about 3 points improved. Modest gains were turned in by domestic corporate loans, including American Telephone 5s, Northwestern 4%, Columbia Gs & Electric 5s, Inter- national Telephone 5s, Loew's 3!3s, Southern Pacific 4!2s and Erie 5s. The United States Government list was mixed, with gains and losses about even. Treasury 27ss and the 2%s of 1947 were up a little. Under moderate pressure were the 334s of 1945 and the 31ss of 1949. By the Associated Pr NEW YORK, September 28.—A building boom of single-family resi- dences would go far in bringing pres- sure for Government fiscal reforms in this country, the Guaranty Trust Co. says in its monthly review of business and finance. “Perhaps no greater check to Gov- ernment spending could be devised than an increase in the number of homes occupied by their owners,” the review states. ‘“The social implica- tions of changing a large number of families from rent payers to home owners are fully realized in Great Britain. The boom in moderated- priced homes in that country has placed thousands of new famil'es in the home-owning class. “This transition has given these it has instilled in them a new interest in their localities and removed the in- difference to expenditures by public authorities that is typical of most rent payers.” ‘The bank points out that although the construction industry has im- proved in this country, it still lags behind many other branches of in- dustry. AVERY DENOUNCES LEVY ON PROFITS Montgomery Ward Chief Says Measure Is Based on Destructive Theory. By the Associated Press. CHICAGO, September 28.—Ap- pending his criticism of the Federal surtax on undistributed corporation profits, Sewell L. Avery, president of Montgomery Ward & Co., reported today the mail order and retail sales organization had a net profit for the six-month period ended July 31 of $7,101,856, compared with $4,349,766 the corresponding 1935 period. Avery pointed out net sales for the -ix months were the lgrgest in the company's history, and the im- provement 1n net profit is attributable to the increased volume of sales and to a lower operating cost per dollar of sales, he said. “Heretofore, the company has used a liberal part of its earnings to furnish needed working capital,” Avery said. *‘Out of the 1935 profits of $13,527,000 over $11,000,000 were put directly at work in the business of the company and have contributed to the improved showing which is reflected in this re- port. Cites Other Penalties. | “In addition to the payment of |} heavy income taxes on the total earn- ings of the company, the Federal sur- tax on undistributed profits, as pro- vided by the 1936 revenue act, imposes | penalties ranging from 7': per cent | to 37 per cent of the earnings re- | tained in the business. “This statute 1s unsound in prin- ciple and follows a confiscatory and | destructive theory of taxation, because | it penalizes the retention of earnings needed to safeguard the company's| financial condition. If the penalty | be avoided by the unwise payment | of dividends the company’s growth | and security are retarded and jeop- | ardized. In effect, this statute rejects | the experienced judgment of the man- | agement acting in its capacity as trus- tee for the stockholders and substi- tutes an unreasonable and arbitrary governmental control which is def- initely harmful to our service to cus- tomers and to the interests of the company and its stockholders.” Equals $1.40 a Share. NEW YORK, September 28.—Opera- tions in the steel industry for the cur- rent week advanced 1 point to 75.4 per cent of capacity, a new high since 1930, compared with 74.4 last week, the American Iron & Steel Institute estimated today. A month ago operations averaged T1.5 per cent of capacity, while a year ago the rate was '.W.! per cent. ‘This week's gain boosted the output rate to the highest since the institute started reporting operations in Octo- ber, 1933, but unofficial calculations indicated the current figure at the highest since late March, 1930, when the industry was running at about 76 per cent of capacity. This was the second successive week the institute's figure reached a new high. Steel circles said the expansion in operations was the result of steadily rising demand.
