Half the Nation's currency had { been withrawn from the banks. The | year previous 2,234 banks had failed, with deposits of nearly two billions. “Since the passage of the banking act of 1933 there have been no losses " of consequence to depositors in banks, no community has suffered demor- ! alization and distress because of & bank failure, no citizen is afraid to ¢ trust his earnings in banks, no banker {is afraid to employ his deposits in , support of business because of the { fear of runs or withdrawals, and bank deposits have increased more than ten billions of dollars.” Deposit Insurance Lauded. Representative Steagall declared that the provision in the banking act «of 1933 which did most to restore public confidence in banks was the | insurance of bank deposits. He con- ! tinued: “In the light of the results that ; followed the enactment of this legis- i lation it seems unthinkable that i Jeaders in the financial world should have opposed suchh a proposal. After { &ll, the measure only seeks to apply’ ! to bank deposits the principle of m-| surance—the most universally ap-| proved principle known to the busi- ( ness life of the civilized world. Yet the American Bankers’ Association at its annual meeting in 1933 passed | i sweeping resolutions condemning the legislation and predicting that its en- forcement would prove disastrous. “Despite these predictions of fail- wre, the simple fact is that we have | during the past three years experi- enced for the first time in orr his- tory relief from the distress and de- moralization of bank failures. The number of failures has been negligible, | and where banks have cissed each | depositor has been promptly paid in full up to the amount of $5,000. Ninety-nine per cent of depositors of closed insured banks were paid in full | without disturance to the business life and activities of communities in- wolved. “This has been accomplished with- out a dollar of cost to the banks. The Federal Deposit Insurance Corp. has on hand every dollar that has been paid into its fund, together with a profit of $6,000,000. State banks that withdrew from the corporation upon enactment of the permanent law in 1935 were reimbursed every dollar of their assessment. They enjoyed the protection of deposit insurance for a period of & year and a half without one dollar of expense. Small wonder that the American Bankers’' Associa- tion in its annual meetings since 1933 has made no further mention of de- posit insurance! Thinks Insurance Permanent. “Of course this lcgislation is here %o stay, but I warn the independent bankers of the Nation that all opposi- tion to deposit insurance has not ended. “With insurance of bank deposits there is no longer any excuse for perpetuating the system of postal sav- ings. That system was never de- signed to perform any banking func- tions. It was originally designed to furnish safety to depositors at the eost of lower rates of interest than | were paid by banks. “Today the system presents a spec- tacle of illegitimate competition with banks and pays higher rates of in- terest to its depositors than can or | should be paid by banks. This com- petitive bidding for funds which right- fully and properly belong to the Na- tion's banks must be stopped,” Chair- | man Steagall asserted. Institute Committee Named. E. The American Chain Co. has filed an amendment with the Securities & Exchange Commission stating that its issue of 110,000 shares of 5 per cent cumulative convertible preferred stock ‘will be offered at $100 a share. Hemp- hill, Noyes & Co. will be the principal underwriter of the issue. The Atlantic Coast Line reports $1.72 earned on common in the first seven months of this year, against a loss in the like period a year ago. In more active dealings selected steels, motors, rails, oils, coppers and specialties were well out in front uf the day’'s advance. Late profit-taking failed to stem the advance in the majority of cases. Transfers were around 1,200,000 shares. The list received its principal stimu- lation from business and industrial developments, including the continued flow of favorable earnings and divi- dends. With the French gold holdings down to the lowest point in several years and funds still fleeing the continent | the shaky position of the French franc caused some uneasiness in speculative | and investment quarters.
