NEW YORK, September 14.—A new wave of foreign copper buying swept the export price to 9.90 cents a pound today, the highest level since April 20, 1931, when the metal sold at 10.05 cents. Increased armament programs by virtually all European countries has formed the backbone of the foreign demand for the past several months +and the addition of Poland to the ranks of rearming countries is be- lieved by trade circies to have touched ©off the new rush of buying. Local dealers said stocks of refined copper are not large and that any sharp acceleration of demand might force a boost in the domestic price. ‘They pointed out that in the past the domestic market has been sympathet- ically influenced whenever the export price ran sharply ahead. ADVANGE SHOWN IN STEEL AGTVITY Institute Finds Operations Up 4.3 Points at 72.5 Per Cent of Capacity. By the Asscciated Press. NEW YORK, September 14.—Oper- ations in the steel industry for the current week advanced 4.3 points to 72.5 per cent of capacity, compared with 682 last week, the American Iron and Steel Institute estimated to- day. X month ago operations averaged 72.2 per cent of capacity, while a year ago the rate was 48.3 per cent. The institute also reported current employment in the steel industry is more than 10 per cent above the 1929 level and the average wage is near 2 cents and hour higher than in 1929. A survey by the institute showed 514,700 employes were on the indus- try’s pay rolls during July and hourly pay of wage earners averaged 67.3 cehts. Work is being provided for 467,100 wage earners, or nearly 48,000 more than in 1929; when the census of manufacturers recorded 419,500, the institute saild. That year the survey showed the average wage was 65.4 cents hourly. Total pay rolls of the industry in the first 7 months of this year were nearly $409,000,000, or about 30 per cent more than the like period last year and 90 per cent of the total for .| the full year 1934. Wage-earning employes worked an average of 39 hours per week during July, it was said, compared with the average of 55 hours per week in 1929. Trade circles attributed the rise in operations to a snap-back from cur- tailed production during the Labor day week end. While the steel.indus- try does not officially observe the Labor day holiday, trade spokesmen pointed to the abrupt decline in opera- tions last week. In the period ended August 31, which included the Saturday before the holiday, the industry's production was at 71.5 per cent of capacity, while in the preceding week the rate was 72.5 per cent, the same as the latest. While Fed- eral supervision is not new to the Board of Trade itself, this market having been affected by the 1922 grain futures act, individual brokers and the Mercantile Exchange were under direct Government influence regulation for the first time. Order Deplored. One ruling in connection with the new act to which objection was voiced by some traders was announced in Washington Thursday. The order, issued by the solicitor of the Depart- ment of Agriculture, held that com- mission merchants cannot deal in “trading privileges” to be executed in a foreign country, and that futures trading in a foreign country was within terms of the act. Trading in “privileges” on the Board of Trade and in “rightf" on the Mercantile Exchange has been suspended to conform with the act. “Indemnities” or “privileges” are used largely to limit losses. These transactions are for the purchase and sale of “rights” to buy or sell & speci- fied quantity of commodity futures at & specified price during the following business day. “Indemmities” Refused.
