A request that the service and opera- tions of the Washington Rapid Transit Co. be investigated along with those of the Capital Transit Co. was filed with the Public Utilities Commission late yesterday by People's Counsel William A. Roberts. The commission has scheduled a public hearing December 11 to con- sider improvements in the bus and rail service of +' Capital Transit Co. Roberts suggested that in additon to makng the bus company a party to the hearing the commission con- sider proposals for issuing transfers between the lines of the two com- panies or else a joint operation. His memorandum to the commission reads: “The notice of intention to call a hearing in regard to street car and bus transportation does not include the Washington Rapid Transit Co. I note that the file contains a number of communications dealing with the service and operations of this com- pany, and specifically numerous com- plaints as to the failure to provide a transfer to the Washington Rapid Transit Co. from the lines of the Capital Transit Co. There are also some routing changes which have been brought to my attention as de- | sirable. “I therefore respectfully request: “l.
