REALTY SESSIONS RECORD TRIUMPH FOR PROSPERITY Capital Delegates Partici- pate in Founding Sound National Program. PHASES OF NEW DEAL BITTERLY ASSAILED National Association of Board Members Start Home From Atlantic City. BY JAMES Y. NEWTON, Real Estate Editor. ATLANTIC CITY, N. J, October 26.—Real estate men from over the Nation were returning to their homes today following the close yesterday of the National Association of Real Es- tate Boards’' Convention, during which the foundation was laid for a sound national program to meet conditions of prosperity which all realtors feel is returning rapidly to their business. The three-day convention developed eaustic criticism of the Roosevelt ad- ministration in general and New Deal housing policies in particular. Prob- ably the outstanding accomplishments of the meeting were the program established by the new National Mortgage Board for co-operation with the Securities and Exchange Commission in protecting the mort- gage investor of the future from fraudulent and unscrupulous prac- tices, and the crystalization of realtor opinion for a fight for limitation of taxes on real estate. The Federal Housing Administra- tion was about the sole Government housing agency that escaped un- scathed from the verbal barrage loosed by convention speakers in the direction of New Deal program. The F. H. A was generally praised, though some speakers held that it could be made more helpful to the real estate business and the home owning public than it has been so far. Grants Termed Obnoxious. A resolution adopted by the con- vention yesterday termed direct Fed- eral grants in the field of low-cost housing as “obnoxious” and as stifling to the ambition and initiative of the American people. The resolution held that private enterprise is capable of taking care of housing for low in- come groups provided the Federal | Government furnishes help in three | directions, all of them indirect. It was urged that the Government im- mediately institute an adequate pro- gram of research and experimentation in the home construction field to develop more modern, efficient and less costly means of building resi- dences. Present methods employed in erecting homes are “archaic,” the realtors declared, and far behind the modern trend in other types of manu- facture. Relief from current real | property taxes which place “crush- ing burdens on shelter and home ownership,” was the second help re- quested of the Government, and the third asked lowering of mortgage interest rates by Government . pro- vision of an agency assuring the mar- ketability of the mortgage so that it would prove more attractive to the investor. The association asked for passage of the Fletcher bill intro- duced in the last session of Congress which provides for establishment of a national mortgage bank. Washington was third among the cities of the Nation in private build- ing activity during the nine months ending October 1, according to fig- ures just published. For September, alone, the Capital also ranged third. For the nine-month period value of construction authorized here was below that only of New York and Los Angeles, while in September only New ‘York and St. Louis, Mo., issued build- ing permits representing a greater financial outlay than the District. Statistics compiled by the National Association of Building Trades Eme ployers show that Washington con- struction during the three-quarter period totaled $19,273,717, as against $5,529,600 in the corresponding period of last year, and $8,799,335 in 1933, For New York the figures are $98,- 700,140 in 1935, $62,663,259 in 1934 and $51,979,534 in 1933.
