- PRETTYMAN TELLS |DISEASE BATTLE . OF SOCIAL LAWS Corporation Counsel Out- lines Program to Monday Evening Club. A program of social legislation for the District—including the “farm” idea for habitual drunks, the lunacy bill, amendments to the child labor, gambling and narcotic laws, modern- ization of the parole system and es- tablishment of magistrate courts i police precincts—was outlined last night by Corporation Counsel E. Bar- rett Prettyman. He addressed the Monday Evening Club, a group com- posed of social workers and those in- terested in social problems. In advocating the farm and rehabil- ftation center plan for taking care of habitual drunks, Prettyman cited a number of cases which had not been cured by jail sentences and fines. “Habitual druoks,” he said, “are not » criminal problem—they are a social problem.” To eliminate the crowded dockets of the minor courts, Prettyman pre- sented his plan to establish magis- trate courts in the police precincts to handle traffic and other minor cases. He declared the present sys- tem of handling these cases was “com- pletely antiquated.” He branded the Juvenile, Police and Traffic Courts as & “national disgrace.” Discussing the District unemploy- ment compensation act, he predicted that all employers will be brought into line by operation of the law. A concerted attack against tubercu- losis will be launched tonight at a mass meeting in the District Medical Society Auditorium, 1718 M street. The meeting will begin at 8 o'clock and there are to be six speakers represent- ing the forces combining to fight the disease. The public has been invited. This year's campaign is a $99,000 W. P. A. project and features X-ray examinations to be made available without charge to all those wishing to be tested. The District Medical 80- clety hopes at least 10,000 will register for the tests and has appealed to citi- zens, through speakers at civic asso- ciations and other channels, to sign up and to induce their servants to be examined. Lane, presi- dent of the Medico-Chirurgical So- clety, who will discuss the “Tubercu- losis Education of Medical Students,” and Elwood Street, director of public welfare, who will appeal for more hos- pital beds for tuberculosis sufferers.
