PHILLIPS INDORSES GOODWILL DRIVE Undersecretary of State Tells of Benefits of Work-, Relief Move. Undersecretary of State William Phillips today indorsed the Goodwill Industries campaign under way here to provide privately organized work- relief for some of Washington's unem- ployed. A letter from Phillips, accompanied by a contribution, was read at a lunch- eon meeting at which campaigners re- ported more than $2,500 in donations. Tells of Experience. “Some years ago,” Phillips wrote, *strenuous efforts were made in New England to stimulate interest in the spread of Goodwill Industries. I be- ‘came chairman of a representative group of men and women who under- took to encourage these efforts and to set up State committees for the same purpose.
