B—4 = SOF COAL WACE STILDEADLOCKED Parleys Resumed, but Both Sides Renew Claims and Fight Changes. By the Associated Press The prolonged negotiations toward new wage-and-hour contracts for soft coal miners got off to a fresh start today. They started from scratch, however. The United Mine Workers still asked the $5.50 basic daily pay and the 30- hour week they sought when the negotiations first began in February. The operators still offered to renew the present scale—a $5 day and a 35- hour week. Unless they get together by July 31, or President Roosevelt again steps in, John L. Lewis, chief of the mine union, says he will order his men to stay out of the mines August 1. The President has averted a threat- ened strike three times by obtaining an extension of present wages. Each time he asked more time for Congress to act on the Guffey coal stabiliza- tion bill to set up a “little N. R. A.” for the bituminous industry. That measure still is before a House Ways and Means Subcommittee. De- | spite its presence on Mr. Roosevelt's list of desired legislation, the sub- | committee has held up its report for | three weeks since completion of | hearings. | Some operators say enactment of | the bill is necessary to maintain even the present wage scale. Others, who | want the bill killed, say they can | pay present wages through price con- trol by the marketing agency plan. | Dozens of screps among the oper- | ators on wage differentials between | and within production districts had | to be settled before the Negotiating | Committee could get down to work on the basic scale.
