By the Associated Press. ‘The Tydings-McCormack “disaffec- tion” bill was defended yesterday in a majority report filed by Chairman Mc- Swain of the House Military Affairs Committee. It said critics of the measure opposed the legislation more from “opposition to a safe and sane program of national defense” than from “zeal for freedom of speech and the press.” The bill would make it a crime to incite soldiers or sailors to disobedi- ence. Critics here said it was aimed at free expression of opinion. “It must be carefully noted,” Mec- Swain replied, “that this legislation is not addressed to propaganda circulat- ing among the citizenry generally. It is addressed solely and exclusively to Miss Louise Fox, daughter of Mr and Mrs. Irving C. Fox, who grad- uated from Holy Cross Academy in June, has been awarded a scholarship at the College of New Rochelle, New Rochelle, N. Y., it was announced by the dean of the college today. Early this year Miss Fox won & Lrize in an essay contest conducted by the Sons of the Revolution, writing on Benjamin Franklin's contribution to the Revolution.
