MORGENTHAU SEES z== BILL AIDING CREDIT Ban on Dollar Devaluation _Suits Upheld Before Senate Group. By the Associsted Press Secretary Morgenthau told a skep- tical Senate committee today the ad- ministration legislation to block dol- lar revaluation damage suits against the Government would improve Fed- eral credit. Morgenthau’s assertion was in reply to a question by Senator Glass, Demo- crat, of Virginia, Secretary of the Treasury in the Wilson administration. “You think it wiil help Government credit to formally notify creditors that the Government reserves the right to repudiate its indebtedness?” Glass asked. “It will remove the possibility hang- ing over the Treasury of these possible | suits,” Morgenthau said firmly. Glass Pursues Issue. “I want to know why it will improve the credit of the Government to imply there is no moral turpitude in repudia- tion?” Glass persisted. “With the possibility of these suits hanging over our heads, it can’t help | but be a souree of worry, because there may be a deluge of them,” Morgenthau ~ | said. “It removes your worry,” Glass com- mented, “but does it remove the worry of those who might contemplate buy- ing Government securities?” “The bill says the Government will pay 100 cents on the dollar,” Morgen- | thau replied. Total Financing. Earlier, answering questions by Sen- ts | ator Steiwer, Republican, of Oregon, the Treasury chief testified that dur- ing the current fiscal year the Gov- ernment expected to face total financ- ing of $9,000,000,000. Of this, $5,000,- 000,000 would be refunding and $4,- 000,000,000 new borrowing to meet the expected deficit. Morgenthau said the $5,000,000,000 of securities to be refinanced included $1,278,000,000 of Liberty bonds and $550,000,000 of notes with the gold clause obligation. These maturities, he said, would leave about $8,000,000,- 000 of gold clause obligations out- standing. He' scoffed at fears expressed by some Senators that these would be presented in a great fush to the Treasury for cash. % HOUSE PAYS TRIBUTE T0 J. Edgar Hoover, chief of the Bureau of Investigation of the Department of Justice, who was lauded by several speakers as one of the most valuable men in the Govern- ment service and the agency under his direction one of the most efficient and effective. Representative Connery, Democrat, of Massachusetts, sought unanimous consent to have printed in the Con- | gressional Record the recent speech by Mr. Hoover at the convention of police chiefs in Atlantic City. Representative Rich, Republican, of Pennsylvania, a zealous protector of the Congressional Record, at first ob- jected, saying that there are so many assistant secretaries and various minor officials in Washington today who are eager to get their speeches in the — | Record that he believes extreme care should be exercised to prevent an in- undation by speakers. Both Representative Connery and Blanton, Democrat, of Texas com- mented strongly on the services that Mr. Hoover is performing, citing the many recent cases in which the - | greatest criminal offenders have been apprehended. Representative Connery said the speech was one which should go be- fore all the people of the country to show them what is being done by the Department of Justice to detect and punish criminals. The last annual report written by Grace Abbott as chief of the Chil- dren’s Bureau was made public today as a part of the annual report of the Secretary of Labor. Covering the fis- cal year terminating June 1934. date of her resignation, Miss Abbott's lists the progress of the bu- reau’s studies and makes recomm:nda- tions for the future.
