A—14 =» TRAFFIC BUREAU SPLITUPIS RGED Gentralization Is Seen by i Schulte as Curb on k) H Enforcement. “Representative Schulte, Democrat, of Indiana, member of the special| House Crime Committee which re- céntly completed its investigation of crime in the District, declared last night he would recommend decen- tralization of the Police Traffic Bureau in any legislation proposed to correct defects in law enforcement machinery. Shortly after the investigation got under way, Schulte told the Federa- tion of Business Men’s Associations, crime in the District began, to de- crease. This fact would seem to prove, he declared, a great amount of laxity 1in supervision by officials. +The Indiana Representative as- serted he believes it is “absolutely es- sential” if crime, vice and traffic conditions in the District are to be improved, that all men in the Traffic Bureau be placed on the streets under direct supervision of the various pre- cinct commanders. Urges More Motor Cycles. 'He said he was gratified by the ac- tion of the Senate District Commit- tee in including in the District supply bill an appropriation for 141 more po- licemen for the metropolitan force. He declared, however, that if this item is passed. by Congress, at least 75 of these new men should be placed on motor cycles. | Schulte said the Crime Committee found there is much gambling in the District. but that conditions are no| worse here than in other cities of the same size. “I will admit that part of the blame may be laid to a shortage of pelice,” he said, “but you noticed that crime in the District decreased when the sweeping investigation got | under way. | “One precinct commander was criti- | cized during the investigation as ‘hard | hoiled.' The House pay roll shows that for every dozen Repre- sentatives at least one legisla- tor's relative drew a Government check last month. The records disclosed, that is, that one out of every 12 Representatives had in his office a clerk with the same last name as his own. Of course, the 36 clerks who have last names identical with their bosses do not provide a complete picture of the situation. Some clerks are “in-laws,” and in addition the pay rosters hint of trades, because a goodly sprinkling of Representatives have clerks with surnames like those of other members. Wells told of divorcing his first wife, who lives in New York City, in Mexico in 1932, shortly before his marriage to the present Mrs. Wells, and charged that his former wife deserted him in August, 1918, in ‘Tarap, the Malay Peninsula, when he was ill. He said he had been given only three months to live and weighed 105 pounds. On Wednesday Mrs. Wells, during cross-examination, admitted she had beaten her husband with a riding crop in the National Arts Club and ex- plained it was the act of an outraged wife.
