Perry Served Together. g Rear Admiral Joseph R. Defrees, commandant of the Washington Navy Yard, today had a new aide in the person of Lieut. Lyman S. Perry. They are old friends, having been shipmates together in the scouting force. Capt. Stephen C. Rowan, who 1s to be the new captain of the yard, dropped in for a chat with his new chief. The meeting took on the as- pects of an old family gathering, for all three officers have served together before. Capt. Rowan, who is still on leave until the end of the month, was until recently commanding the battleship California, flagship of the commander of the battle force. He will relieve Capt, E. S. Jackson, who is slated to 80 on leave shortly and be placed on the Navy's retired list about June 30, | after some 30 years' service. ‘The new captain of the yard is a | Virginian and was formerly on the staff of the Naval War College at Newport, R. I. Lieut. Perry served Wwith Capt. Rowan on the California. Known in the service as an out- standing athlete and famous foot ball player in his Naval Academy days, Lieut. In all,_ nine States have not yet made avallable the sums asked by Hopkins. Pennsylvania “Told” Bluntly, ‘The relief administrator gave a blunt ultimatum to Pennsylvania. “Pennsylvania gives me a pain in the neck,” he said. “It's one of the richest States in the Union and there’s no reason on God's earth why they can't pay their share. “I'm not going to give them any money until they do. They're not putting up a thin dime—Philadelphia, Pittsburgh and the whole kit and boodle. The City of Brotherly Love hasn't put up a cent.” ‘When Ickes was told that Long, in Baton Rouge, had said he was coming back to Washington and “nail Ickes’ ears back” in a Senate speech, the Secretary said: “With or without benefit of body- guard? I'm not making any boasts. I wouldn't attempt to meet Emperor Long in any combat of objurgations and expletives. ‘The trouble with Senator Long is that he is suffering from halitosis of the intellect.” He said the laws which are being pushed through the Louisiana State Legislature would put the handling of public works funds in that State in the hands of the State Highway Board and prevent the Federal Gov- ernment from supervising the spend- ing.
