SHORT FUNDS CUT ARMY MANEUVERS Plans to Assemble 60,000 Men Revised After Congress Acts. By the Associated Press. Plans for testing the 1st Army's ability to assemble and maneuver its 60,000 men are being revised as the result of Congress’ refusal to vote as much money as the War Department wanted for the venture. In asking an appropriation of $590,- P14 for maneuvers, the department indicated it desired to spend $379,630 on mobilization of the 1st Army at Pine Camp near Watertown, N. Y. Only $446,744 was voted by Congress for all maneuvers, which were ex- pected to include 13 separate opera- tions in different parts of the United States, the Philippines, Hawaii and the Panama Canal Zone. The department had hoped to as- semble not only the Regular Army, but National Guardsmen in the Ist Army area, which includes all States on the Atlantic Coast north of North Carolina. kesman for the department said recently that the planning and training division of the General Staff was hurrying work on the proposal so a general plan involving co-opera- tion of the National Guard units might be submitted to the North- eastern States. It was indicated early studies had led to the belief the en- | campment should be at Pine Camp, but that a final decision had not been made.
