THR SUNDAY STAR. WASHINGTON., D. €., MARCH 3, THOMAS PREDICTS US. BOND CRASH Sees Banks Suffering From Overload Under Financ- ing Program. By the Associated Press. BOSTON, March 2.—Senator Elmer Thomas, Democrat, of Oklahoma to- day predicted & Government bond crash greater than the stock market panic of 1929 if the present govern- | mental bond selling, borrowing and | spending continues. ' His prophecy overshadowed an in- formal debate between him and Dr. O. M. W. Sprague, former executive assistant to the Secretary of the Treasury, on the monetary situation. They spoke before a luncheon meet- ing of the Boston branch of the Foreign Policy Association. ‘Thomas asserted the banks already held between $15,000,000,000 and $16,- 000,000,000 in Government bonds. “A decline of 10 points would wipe out a billion and a half. It would wipe out the capital stock of most banks in the United States,” he de- clared. Sees U. S. Desperate. “The ‘baby bond’ issues are a sign that the Government is already desperate in its financing. I hope they sell a lot of them, but I am afraid they won't. “They'll sell several millions, but they won't sell $5,000,000,000 and what they sell will only be an infinitesimal amount of what they need.” Thomas said he felt the President had a plan for the situation, “a defi- nite plan and it is difficult to say! just when & new plan must be begun. But things cannot continue in this way.” The Senator and Dr. Sprague dis- agreed on how to raise the general price level and stimulate production and employment. Sprague Blames Business. Dr. Sprague said he thought there was “little to be done monetarily.” He placed much of the blame for the slow uplift on business itself. The problem of business is to en- visage the product which the con- sumer wants, he declared. Such pro- duction, he sald, would bring the re- turn of higher prices and & higher standard of living. Dr. Sprague cited the automobile industry as doing just that. Thomas offered as a cure “accepting and securing of silver as a monetary base.” GREEN WILL EXPLAIN WHAT LABOR WANTS A F. of L President to Speak Before Town Hall of Wash- ington Tonight. William Green, president of the American Federation of Labor, will answer the question “What Does Labor Want?” before the Town Hall of Washington tonight at 8 o'clock at the Shoreham Hotel. Green, who in 1930 won the medal of honor of the Roosevelt Memorial Association for distinguished service in the promotion of industrial peace, has for years been an outstanding leader of organized American labor. He will be questioned on his views by a panel composed of Miss Jose- phine Roche, Assistant Secretary of the Treasury and a pioneer in labor reform; Father Francis J. Haas, a member of the Labor Advisory Board of the N. R. A.; James A. Emery. gen- eral counsel of the National Associa- tion of Manufacturers; Frank N. Trager of Baltimore, secretary of the Labor Committee of Socialist party, and John L. Lewis, president of the United Mine Workers of America. —_ NATURALIST TO SPEAK Dr. C. P. Russell of Park Service to Lecture Thursday. Dr. C. P. Russell of Berkeley, Calif., fleld naturalist of the National Park Segrvice, will lecture on “Presenting the American Scene,” outlining the scope and objectives of the organi- zation, at the Interior Departmeht auditorium Thursday at 8 pm. The lecture, which will be free to the pub- lie, will be fllustrated. Engaged now in organizing muséum exhibits for the parks east of the Mississippi River, Dr. Russell has de- voted 12 years to study of the national parks and has participated in a pro- gram of research and education.
