The present system has been satis- factory for a number of years, the resolution pointed out in disapproving the proposal to place control of the library system in the hands of the Commissioners. Another resolution advocated all buildings in the proposed Municipal Center be paid for by the Federal Government. It further suggested these buildings be constructed in ac- cordance with the original plan and that no lands designed for that pur- pose be sold. Congress was urged to make the appropriation or, in lieu thereof, enact laws to provide suffrage for the District, pursuant to which the District would then pay its own | taxes and provide its own public build- |ings. Purchase by the Capital Transit Co. of new cars and compulsory abandon- ment of all inefficient motor vehicles was urged in a resolution introduced by Mrs. L. R. Maddox After hearing an address by Riley E. Elgen, chairman of the Public Utili- ties Commission, the association adopted a resolution urging the Com- missioners to recommend to Congress an appropriation of at least $120,000 for carrying on the commission’s work. Elgen covered various phases of his work, explaining the recent fight for reduction of telephone rates here. After December 15, he said, the Dis- trict will have about the cheapest rates of any city its size in the United States. The commission is now seeking to obtain the best form of transportation possible for the city, he said, and in doing so must look into the future. Traffic congestion is largely to be con- sidered, he said. Elgen asked more serious consideration of the problem, pointing out that some residents want substitution of a bus system for the street car system, while others declare subways are needed.
