Reorganiza- tlon and governmental economy, how- ever, are not being neglected and Mr. Roosevelt's ideas, along with those of his assistants, are being whipped into shape In the form of a definite plan which will be placed before him very shortly. The President is holding frequent conferences with Lewis Douglas, direc- tor of the budget, and others of his administration who are assisting in the preliminary reorganization work. It has been made plain that the Pres- ident already has a fairly definite idea of how he will proceed, but that it is Jjust & matter of getting the time to give thought to some of the detalls. Receives Fishing Men, of Commerce Roper, who is leaders of the reorganisation took time off yesterday afternoon from the general plan study to receive & delegation representing the fishing in- dustry. The delegates presented a peti- tion divorcement of the Com-= merce Department's Bureau of Pisherfes from politics. It is reported that the contention of the industry is that the bureau is e in scientific work, which should not be hampered by changes in political administrations. The delegates also presented many letun from members of the industry Commissioner Henry omuey and Deputy Fish Commissioner Lewis Radcliffe for reappointment. Both O'Malley and Radcliffe, the delegation pointed out, have risen from the ranks, the former having been connected with the bureau for 35 years. He has been commissioner nine years.
